The purpose of this class within the organization is to assist the Chief Financial Officer in the management of the daily operations and activities in the assigned area of responsibility.
This job works under general supervision, performing work of considerable difficulty in assisting in the development of the annual operating budget, the Capital Improvement Plan (CIP), and financial projections.
Responsibilities :
- Assists the Chief Financial Officer in the development of the annual budget. Manages the financial operations related to budget preparation and maintenance.
- Plans, assigns, supervises, reviews, and participates in the professional budget preparation and analysis duties. Supervises processes associated with the compilation of operating and capital budgets.
- Responsible for oversight of monitoring department budgets for compliance with stated goals and objectives and ensuring that expenditures are made in accordance with appropriations and established guidelines.
- Prepares statistical data for financial documents and provides this information in a concise and accessible report form to management and various other audiences.
- Oversees the preparation of source data for multi-year forecasting of revenues and expenditures.
- Sets up and participates in work sessions with department heads, key personnel, and / or their designees in the preparation and control of operating and capital budgets.
- Participates in the development and implementation of goals, objectives, policies, and priorities for the Finance Department;
recommends appropriate service and staffing levels; recommends and administers policies and procedures.
Integrates salary surveys, position control analysis, salary and benefit costs analysis into the budget forecasting models.
Coordinates the annual benchmark analysis of positions and ad hoc survey of salaries by position.
Assists in the representation of the Finance Department to other City departments, elected officials, and outside agencies;
explains and interprets departmental programs, policies, and activities.
- Prepares, reviews, and presents staff reports, management updates, and reports on special projects as assigned by the Chief Financial Officer.
- Performs other related duties as assigned.

Minimum Education and Experience Requirements :
- Requires a Bachelor's Degree in accounting, public finance, or a closely related field.
- Requires extensive responsible experience in public finance administration including experience in local government budgeting, finance, or accounting, and considerable experience using computers.
An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualification of the position.
Special Certifications and Licenses :
Preferred Qualifications : Experience working with BAI, MUNIS, and Cleargov.
