Required Education and Experience

Licensed as a WA State Professional Engineer (PE), or in process of securing WA State comity; or Certification as a Construction Manager from Construction Management Association of America, or, Certification as a Project Management Professional;

and six years relevant requisite engineering experience, to include two years of supervisory or lead experience; OR

Bachelor's degree in related field and six years requisite engineering experience, including two years of supervisory or lead experience;

and successful applicant m ust obtain WA State Professional Engineer (PE), or Certification as a Construction Manager from Construction Management Association of America, or, Certification as a Project Management Professional, within one year of employment.

Engineering means the practice of engineering as defined in RCW 18.43.020.

Preferred Education, Experience or Other Qualifications

  • Six years of contract administration and project management experience.
  • Certified as a Project Management Professional.
  • Certified as a Construction Manager from Construction Management Association of America.

Driving Requirements

The successful incumbent must meet the driving requirements of this position and submit a copy of a current driving record / abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment.

The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy.

This position is categorized as :

  • Category 1 Driver : operates County-owned vehicle, and
  • C ategory 2 : Driver may operate a personal vehicle as an essential function for official County business. Any employee using a personal vehicle on official County business shall be required to maintain auto liability insurance, in addition to having a valid driver's license.

Required Licenses, Certificates, Examinations / Tests and Other Requirements

Please note : The incumbent is responsible for obtaining and maintaining all of the following required licenses, certifications and other requirements.

Prior to employment, the successful candidate must :

  • Submit copies of valid certifications and / or official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
  • Pass all job-related examinations / tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
  • Authorize and complete a criminal background check. Information received is reviewed on a case-by-case basis and will not necessarily remove a candidate from consideration.
  • Driving record review to verify their eligibility to drive for Kitsap County.

Required Knowledge, Skills and Abilities

Knowledge of :

  • Engineering theories, principles and practices including specific principles of infrastructure improvements.
  • Engineering mathematics
  • Development of plans, maps, specifications, and drafting terminology and symbols
  • Applicable permit requirements for design and construction projects
  • Contracting processes and construction methods for public works infrastructure projects
  • Application and interpretation of federal, state, and local rules, regulations, codes, and ordinances as they relate to area of assignments
  • Management and supervisory principles and practices including program planning, budgeting, direction, coordination, and evaluation.

Skilled in :

  • Leadership, supervision, and personnel management
  • Project and program management
  • Planning, budgeting, and development of engineering plans for assigned area
  • Analyzing engineering plans, specifications, and technical reports
  • Organizing and overseeing work projects, including planning and monitoring work schedules contract compliance, and progress reviews

ILLUSTRATIVE EXAMPLE OF DUTIES

  • Manages the scope, schedule, and budget for assigned capital projects; develops and executes project strategy; oversees and prepares project specifications, plans, and estimates;
  • provides project management and coordinates Engineer of Record support during construction; coordinates with internal and external entities including private and public utility providers;
  • assures compliance with grants for assigned projects; completes, submits, and coordinates with resources agencies for project permit requirements;

and leads the project team.

Prepares RFQs, RFPs and bid solicitations as required to procure consultants and contractors; negotiates and manages contracts with selected consultants;

reviews and approves reports and studies prepared by consultants; and assures compliance with federal, state, and local laws related to contracting with consultants.

Supervises assigned staff including setting work priorities, procedures, planning, organizing, assigning, advising, assisting, motivating and training as necessary.

Evaluates the work of assigned staff, establishes standards of performance, and participates in the selection of new employees, including making recommendations regarding hiring, discipline, transfer and termination.

Attends public meetings and hearings on assigned capital projects. Manages, coordinates, and prepares applicable maps, exhibits, drawings, charts, and graphs and provide technical testimony as required.

Prepares and makes public presentations of oral and visual reports to committees, community groups, special interest groups, elected officials, and the Board of County Commissioners to explain and present progress on assigned capital projects.
