The Town of Needham is seeking a dynamic professional to lead the Building Department in the full-time position of Building Commissioner . Under the direction of the Deputy Town Manager, this position plays a critical leadership role to ensure all building code, energy code, and Town zoning bylaws are adhered to and appropriate notices and permits are issued in a timely manner.

These duties are a general summary and not all inclusive :
- Review plans and specifications for construction, reconstruction, alterations, repair, additions, and demolition within the Town of Needham to ascertain that the proposed work complies with all MA and Needham building codes, bylaws, state / federal laws, and regulations, relating to building, zoning, signs, and architectural access.
- Perform field inspections to verify that all work is being performed in accordance with the approved plans and all applicable laws; interpret and enforce the zoning and general bylaws of the Town of Needham and the provisions of applicable general and building code laws.
- Issue all necessary notices or orders regarding unsafe conditions, construction, egress, and to ensure compliance with all code requirements for the safety, health, and general welfare of the public.
- Establish the operating and capital budgets for the Building Department; and ensure that expenditures are within the approved line item and in accordance with applicable procurement laws, policies, and standards.
- Produce, maintain, and submit official application, inspection reports, and permit records; respond to and act on inquiries regarding construction and materials from residents, public officials, Town employees, and other stakeholders, as necessary.
- Participate in the hiring of departmental employees and oversee the review of employee performance; provide training and professional development opportunities as applicable and ensure all certifications held by employees are active.
- Establish and maintain a process for permit applications, plan reviews and permit issuance in a consumer friendly, coordinated, and timely manner; oversee operations and delivery of services by the department including overseeing reporting and records maintenance.
- Serve on relevant boards and committees as assigned; some evening availability is required.
- Certification as an Inspector of Buildings / Building Commissioner in accordance with Special Regulation 780 CMR 110.R7.
- Valid MA Driver?s License.
The following additional requirements may be substituted by any equivalent combination of education, training, and experience which provides the necessary knowledge, skills, and abilities to perform the job :
Seven (7) to ten (10) years of related work experience such as construction and supervisory experience, supervision of building construction or design.Bachelor?s Degree in construction management, architecture, engineering or a related field.Thorough knowledge of zoning by-laws and planning, conservation, and historic preservation concepts.Knowledge of standard office equipment, including computers and relevant software programs pertaining to inspections and record-keeping.Ability to communicate tactfully and effectively with a variety of stakeholders including the ability to interact effectively with individuals and groups with a variety of identities, cultures, backgrounds, and ideologies.Skill in organization, attention to detail, and managing multiple competing projects.To apply, please submit your resume, cover letter, and application by clicking ?Apply.?
