Position Title : Chief Operating Officer II

Reports To : Chief Executive Officer

Status : Full-Time, Exempt

Position Summary

Family Support Services is seeking a financially skilled and detail-oriented Chief Operating Officer II to join our senior leadership team. This is a career-defining opportunity designed for a seasoned professional to train directly under our current COO, who will retire in January 2026.

The COO II will work alongside the current COO to gain deep knowledge of our financial systems, budgets, and operational structure, with the clear expectation of transitioning into the Chief Operating Officer role. This position requires a strong numbers persona leader who can oversee the agencys overall operating budget as well as individual program, grant, and contract budgets, ensuring compliance, accuracy, and sustainability.

Position Duties

Budgeting and Financial Oversight :

  • Lead the development, monitoring, and reporting of the agencys operating budget and all program / grant budgets, ensuring accuracy, compliance, and alignment with organizational goals.
  • Manage QuickBooks and related accounting systems, cash flow, monthly reconciliations, and financial reporting.
  • Produce clear, timely reports for the CEO, Board of Directors, and funders.
  • Train and support program directors in understanding and managing their budgets.

Grants and Contracts Management :

  • Oversee the financial side of all grants and contracts, including budget creation, billing, renewals, and compliance audits.
  • Prepare monthly grants / contracts status reports for senior leadership.
  • Purchasing and Vendor Oversight :

  • Develop and implement purchasing procedures, manage vendor relationships, and ensure resources are used efficiently.
  • Billing and Collections :

  • Ensure accurate and timely billing in line with contracts, grants, and sliding fee scales.
  • Identify barriers to collections and implement solutions to maximize revenue.
  • Annual Audit :

  • Coordinate preparation for the annual audit, working directly with auditors and senior staff to ensure accurate documentation and compliance.
  • Staff Supervision and Coordination :

  • Supervise assigned finance and operations staff (currently Accounts Payable Specialist and Facilities Manager).
  • Ensure effective teamwork and accountability across divisions.
  • Leadership Transition :

  • Take on increasing responsibility during the training period with the current COO, with full transition to COO role by January 2026.
  • Other Duties :

  • Perform other assignments as directed by the CEO.
  • Professional Qualifications

  • Bachelors degree in Accounting, Finance, Business Administration, or related field (CPA or advanced degree strongly preferred).
  • Minimum 5 years of hands-on experience managing organizational operating budgets and program / grant budgets in nonprofit, public accounting, or complex business environments.
  • Proficiency in QuickBooks (or similar accounting software) and advanced financial reporting.
  • Demonstrated success in grants / contracts financial management, including audits.
  • Strong analytical, problem-solving, and communication skills.
