Senior Project Manager

It's an exciting time to help craft the future of the City of Boise! The Department of Organizational Effectiveness (OE) is a new addition to the City of Boise, dedicated to driving excellence, fostering innovation, and enhancing city services. As a horizontal, cross-functional team, OE partners with departments across the city to create a more effective, data-driven and responsive government. The OE portfolio of services includes :

  • Project and Portfolio Management Overseeing high-priority projects and managing the city's project portfolio to ensure alignment with strategic goals.
  • Data and Analytics Expanding the city's use of data to drive informed decisions and maximize community impact.
  • Strategic Planning Leading a citywide approach to strategic planning that aligns priorities and resources.
  • Process Improvement Collaborating with departments to streamline processes, benefiting both residents and staff.
  • Change Management Supporting teams in adapting to new ways of working and driving successful organizational change.

About the Job As a Senior Project Manager in Organizational Effectiveness (OE), you will lead a wide variety of projects across numerous City of Boise departments. A versatile project manager who has managed many types of projects will have a distinct advantage. These projects range in size from medium to large but will typically carry the highest strategic importance to the long-term success of the city. This role demands not only technical expertise but also leadership and adaptability in a dynamic environment where priorities evolve and collaboration is essential.

The most successful candidates will demonstrate both proven achievement and strong potential in the following areas :

  • Mastery of Project Management Frameworks Deep understanding of project management principles and best practices, with particular proficiency in PMBOK or similar methodologies. Ability to balance structure and flexibility by applying predictive planning and iterative / agile techniques as appropriate.
  • Strategic and Critical Thinking Strong analytical skills to evaluate complex problems and make informed decisions quickly. Ability to anticipate challenges, assess risks, and adapt plans effectively.
  • Leadership & Influence Demonstrated capacity to lead without always having formal authorityempowering teams, fostering trust, and aligning diverse stakeholders around shared goals. Comfort with ambiguity and resilience in the face of shifting priorities.
  • Emotional Intelligence & Communication Exceptional ability to communicate clearly and empathetically across all levels of the organization. Skilled in resolving conflicts constructively, listening actively, and maintaining composure under pressure.
  • Professionalism & Detail Orientation High level of accountability, organizational discipline, and commitment to quality. Ability to manage multiple complex initiatives while maintaining focus on deliverables and timelines.
  • Growth Mindset & Learning Orientation Entrepreneurial grit and openness to feedback, applying lessons learned to continuously elevate individual performance and team capabilities. Demonstrated curiosity and willingness to innovate in methods and tools.
  • Interpersonal and Behavioral Competencies Traits correlated with project leadership success, such as conscientiousness (dependability, organization), self-efficacy (confidence in problem-solving), and adaptability. Candidates should be comfortable blending traditional and modern approaches to project management and thrive in a collaborative, fast-paced environment.
