Requirements

  • REQUIREMENT- Must be a US Citizen and must pass a federal background review and drug screen
  • Bachelor's Degree in Engineering, preferably in Structural Engineering
  • Current Professional Engineer license within the State of Wyoming
  • Minimum of 10 years' experience as structural engineer on large complex multimillion dollar federal construction projects, preferably USACE and / or Department of Defense
  • Non-destructive inspection (NDI) experience
  • AISC certification
  • Experience with Radio Frequency (RF) Shield and ICD 705 construction requirements
  • Knowledge of and experience with High Altitude Electromagnetic Pulse (HEMP) design and construction requirements preferred

Responsibilities / Duties

  • Serves as technical expert and advisor for control of civil and structural systems and related steel and welding features for federal construction projects
  • Performs advisory, consulting and review duties involving civil / structural systems problems or non-compliance
  • Review contract documents, including plans and specifications, during design for constructability, non-compliance, issue identification and contract clarity
  • Participates in all phases of the contract modification process; assists in preparation of scopes of work for RFPs, assists in preparation of government estimates, assists with review of contractor's proposals, and prepares contract modification documentation
  • Assist with steel and welding inspections, quality assurance, contract administration and providing technical expertise
  • Documents reviews and analyzes contractor plans and technical submittals for approval action, including progress schedules, environmental, safety and quality control programs, certifications and shop drawings; provides comments
  • Prepares correspondence regarding Contractor performance, Requests for Equitable Adjustments (REAs), Requests for Information (RFIs) and other technical issues
  • Prepares both partial and final payment estimates including the measurement and computation of pay item quantities, verification of materials on hand, and percentage complete of lump sum items
  • Demonstrated steel and steel connection experience
  • Experience in weld design and compliance review in reviewing plans, submittals, RFIs and field inspections
  • Non-destructive inspection (NDI) experience
  • Monitors and documents scheduled progress of all construction activities and phases of construction and advises the Resident Engineer, COR, and project team of potential slippage or delay
  • Participates and executes RFI and Submittal reviews, including coordination with the designers, RE, and technical experts and executes responses to the contractor
  • Review and provide technical assistance with HEMP Shielding, Radio Frequency (RF) Shield and ICD 705 construction requirements; document review and interface with Designer of Record for technical changes or questions
  • Logs and maintains data as necessary to assist with project management and decision making

    • Education / Experience

  • Bachelor's Degree in Engineering, preferably in Structural Engineering
