This is a highly professional intermediate supervisory and managerial position in the Northwest District's Environmental Resources Permitting Program, directly involved in the training, development, and decision making of direct reports. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by The Agency's Affirmative Action objectives, The Department's Standards of Conduct, as well as any and all departmental and / or work unit rules, directives, policies, procedures, and / or general orders applicable to performing the duties of this position.
Responsibilities include overseeing employee performance, effectively communicating, motivating, and training. Measures performance, conducts performance appraisals, provides feedback, supports good work efforts, and takes necessary actions to correct poor performance issues. The incumbent is also responsible for time and attendance of subordinates, coordinating permitting workload, reviewing staff reports, advising and assisting field personnel in complex investigations, analyzing and evaluating highly complex data, reviewing and recommending issuance / denial of applications, reviewing plans for proposed projects, assisting in conducting wetland delineation determinations, preparing recommendations to supervisor, senior management, and the Governor and cabinet, maintaining effective internal communications, ensuring that all KPIs and metrics are met or exceeded, tracking permitting metrics, coordinating with leadership to implement programmatic process improvements, participating in the development of rules and regulations, providing technical assistance to the general public, ensuring that all citizen inquiries are addressed in a prompt and effective manner, attending or assuring attendance to applicable training workshops, teleconferences, meetings, safety courses, obtaining routine feedback from stakeholders, planning, coordinating, and implementing site visits, outreach, and public information programs.
The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Directive 971 and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts. All leave approved is subject to recall in the occurrence of a major event. Leave should be coordinated with backup / cross-trained staff and approved by management to ensure that department essential functions can be performed, if required. This position may be placed On-Call to remain available to perform essential duties.
Required knowledge, skills, and abilities include supporting organizational efficiency, team building, technical expertise, and communication. The position requires a valid driver license and ability to travel overnight as needed. Must become and maintain DEP's Certified Wetland Evaluator certification within 1 year, if not already certified. At least 7 years of verifiable related experience in Environmental / Regulatory and or Engineering. Post-secondary degrees from an accredited college or university with a major in Natural Science, Environmental Science or Engineering may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
