Eprocurement Program Manager
Lead the Future of Procurement in Oregon
The Department of Administrative Services (DAS) is seeking an eProcurement Program Manager to shape and lead the future of Oregon's statewide procurement system. This is your opportunity to design and deliver innovative, enterprise-wide solutions that impact every corner of state government and every Oregonian it serves.
As the strategic architect of Oregon's procurement system, you will evaluate the state's current platform, identify opportunities for improvement, and lead the modernization effort to create a streamlined, user-centered, and future-ready system.
Your leadership will ensure that Oregon's procurement processes are efficient, transparent, and accountable, while also strengthening relationships with agencies, local governments, and the vendor community.
What You'll Do
- Set the vision and direction for Oregon's procurement system, ensuring alignment with statewide goals and policy.
- Review current workflows and technologies, identify gaps, and lead a comprehensive modernization initiative.
- Manage a cross-functional team to deliver a new system that meets the needs of agencies, vendors, and partners.
- Define success metrics, monitor performance, and implement improvements based on data and feedback.
- Supervise a team of five and build strong, collaborative relationships with agencies, vendors, and leadership.
- Hold system vendors accountable for performance, contracts, and service delivery.
What We Are Looking For
Minimum Qualifications :
Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.
Desired Attributes :
Experience supervising staff, with a focus on performance management, team development, and fostering a positive, inclusive work environment.Experience managing large-scale initiatives, with a proven ability to align projects with strategic goals and deliver measurable results.Expertise in cloud-based procurement systems, including system configuration, customizations, upgrade and release management, implementation, and ongoing support.Demonstrated ability and experience with vendor management and contract administration.Success in leading cross-functional teams, effectively managing timelines, priorities, and competing demands.Skill in developing and implementing policy, and in redesigning business processes for improved performance.Experience with process improvement and leading improvement efforts.Strong written and verbal communication skills, with the ability to convey complex information clearly to both technical and non-technical audiences.Why Join DAS? Hybrid Work Opportunity : This position may be eligible for a hybrid work schedule. The expectation is for this position to report to our Salem office twice monthly. That may change at any time by management. Terms of hybrid work will be discussed and agreed upon with the successful candidate and hiring manager.This announcement is for one permanent, full-time, Procurement Manager 2 in management service. This recruitment may be used to fill future vacancies.The salary listed is the non-PERS qualifying salary range.
