The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of Community-Based Organizations (CBOs) across New York City. Our primary goal is to effectively manage the available city, state, and federal funds to support a wide range of innovative, practical, and high-quality programs that have a positive impact on youth and communities. Under the supervision of the Senior Director of the Agency Payment Unit (APU), the Director of Operations, with the freedom to exercise independent initiative and decision-making, will assist the Senior Director in overseeing APU's administrative functions, which provide support to the unit to ensure payments are processed for over 2,100 Human Service contracts with an annual budget of approximately $1.1 billion.
The Director will also manage a team of two Deputy Directors and six personnel. The operations team will be responsible and not limited to the following : managing RQC1s, initiating advances for all human service contracts, accrual clearing, reporting, RGF Loan Repayments, Fiscal Agent contract management, encumbrance linking, PASSPort invoice tracking, staff training, presentations for internal / external stakeholders, Program Expense Report Summary system log-in, Refunds / collections, FMS voucher corrections, and all other projects assigned by senior management. Qualifications
For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
