BUDGET ANALYST

Duties :

Help develops, reviews, and analyzes ALCOM programs, capabilities, and requirements in relation to the Planning, Programming, Budgeting and Execution (PPBE) process and the development of financial plans and programs to support the command's strategic objectives and critical capabilities.

Analyzes budgetary requirements and prepares budgets. Controls funds through budget execution, regulation of funds for authorized programs, and obligation and expenditure of funds within prescribed limits for all annual appropriations.

Manage budget execution work involving obligations incurred, actual expenditures of a budget with multiple sources and types of funding. This includes direct annual, multi-year, and / or no-year appropriations, apportionments, allotments, transfer of funds from other agencies and refunds.

Manage the Defense Travel System, Government Travel Card, and Government Purchase Card programs.

Work performed by incumbent may occasionally require travel away from the normal duty station on military or commercial aircraft or other modes of travel.

The employee must obtain and maintain a Secret security clearance as a condition of employment. May be required to travel by regularly scheduled passenger military or commercial aircraft in performance of duties.

May be required to perform Battle Staff responsibilities as required during contingencies or exercises. May be required to work outside normal duty hours.

In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.

The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.

This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the req. of this certification program.

Qualifications :

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS 0560 series.

SPECIALIZED EXPERIENCE : Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the concepts, principles, practices, laws, and regulations of budgeting and / or financing, the financial and budgetary relationships between subordinate and most senior levels (CJCS and HQ USAF) of financial management, and budgeting within the employing entity and / or between the organization.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS : Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE : Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas :

Skilled in evaluating issues, gathering and analyzing data to develop alternatives, and formulating solutions to problems. Skill in the application of analytical methods and techniques (e.g. cost-benefit analysis), mathematical and statistical analysis, and various cost estimating techniques to identify and evaluate the effects of changes in program plans and funding, and conduct cost studies and analysis.

Complete knowledge of the Planning, Programming, Budgeting, and Execution system (PPBE), policy, procedures, and schedules for developing Program Objective Memorandum, Budget Estimate Submissions, and Financial Plans.

Knowledge of and skill in applying the theory, concepts, principles, and practices of budget, financial, and acquisition management sufficient to conduct the difficult assignment of interfacing and managing programmatic requirements.

Knowledge of applicable joint doctrine, and agency financial and / or acquisition procedures, regulations, precedents, policies, and guides. Experience in, and the ability to, interpret and apply policy and higher-level directives related to NORAD and ALCOM fiscal and / or acquisition operations.

Knowledge of electronic services and databases providing information and products regarding financial cost support. Common programs include, but are not limited to; CRIS, ABSS, CCARS, WAWF, FMSUITE, DTS, Access Online, etc.

Ability to communicate effectively, both orally and in writing, to justify, defend, present, and advise on budgets and the acquisition processes and actions.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and / or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
