Overview

The City of Ottawa, Kansas is recruiting for an Utility Services Coordinator. This position provides quality customer care through utility account setup, changes, and payment acceptance. The role generates utility service orders and resolves issues through coordination and communication with customers and city staff.

Essential Job Functions

  • Utility Customer Service

Manage utility customer accounts with requests for services, account changes, and service termination. Answer customer questions related to utility billing (amount due, usage / consumption, payments), research discrepancies, and collaborate with related staff to resolve.

  • Generate service interruption lists, review payments received, and generate service orders for disconnection.
  • Hear and consider customer payment arrangements for accounts on the service interruption list.
  • Manage and add installment payments to include winter assistance on utility customer accounts.
  • Accept and accurately post utility payments to customer accounts.
  • Coordinate processing of service orders with Service Technicians, Community Development, Meter Readers, and Warehouse Staff.
  • Work with internal and external customers by phone, email, and in person.
  • Bad Debt and Collections
  • Manage and reconcile new and existing bad debt accounts.

  • Understand and communicate the bad debt and collection process to customers.
  • Receipt collections disbursements from State Setoff.
  • Financial Services
  • Balance daily receipts and prepare bank deposits.

  • Post general ledger and accounts receivable receipts.
  • Post payments received from Ottawa Memorial Auditorium and various other departments.
  • Ancillary Job Functions
  • Cross Training : Backup and perform duties within the department, including auditing of Utility Accounts.

  • Other : Special projects, maintain calendar and procedures manual, assist other departments as assigned.
  • Education and Experience

  • High school diploma or equivalent required; associate degree preferred.
  • Minimum two years of related computer / software experience; four years preferred.
  • Must maintain a valid driver's license.
  • Knowledge, Skills, and Abilities

  • Excellent attention to detail; understanding of billed fees for utility services (electric, water, wastewater, stormwater).
  • Organize and prioritize work; handle multiple tasks concurrently.
  • Work under general supervision and make responsible decisions; use good judgment in stressful situations.
  • Establish and maintain effective relationships with employees, City Officials, business entities, and the public.
  • Understanding of basic accounting principles; ability to verify and correct work; produce accurate results under tight deadlines.
  • Strong verbal and written communication; ability to communicate clearly with software support personnel.
  • Knowledge of computer operating systems, hardware, accounting software, and Microsoft Office Suite.
  • Work Environment

  • Exposure to moderate noise levels and general office conditions.
  • Physical Abilities

  • Must be able to sit for extended periods and perform repetitive wrist / hand / finger movements.
  • Must have precise hand-eye coordination, clear vision, depth perception, color distinction.
  • Must be able to lift up to 25 pounds and drive as required.
  • Regular attendance is required.
  • Range : $19.35 to $21.28
