Top Secret Budget Analyst
At all levels, our Budget Analysts will utilize and enhance their skills in either budget formulation or budget execution cost estimating and analysis by supporting programs related to the development and acquisition of space vehicles for various legacy programs of the DOD and Intelligence communities. The support and expertise you provide will directly impact the objectives of our national defense and security.
Responsibilities include :
- Draft funding documents
- Support the NRO's continued development of auditable annual financial statements
- Establish obligation and expenditure plans for active year appropriations, monitor execution throughout the fiscal year, and provide analysis at the requirement, office, sub-project, project or appropriation level, as required
- Consolidate the Government Estimate at Completion (GEAC) report
- Maintain accurate record of all financial and programmatic changes across execution years and future years' defense program (FYDP)
- Provide support in preparation of the Congressional Budget Justification Book (CBJB) and the Intelligence Program Budget Submission (IPBS)
Skills required include :
All levels of experience as a Budget Analyst for DOD, CI and other Government agencies; NRO experience preferredAbility to operate and update NRO's financial tools and systems to include FIRsT, NExT, NFIS, TIER, TALON / STAR, EARL, FTO Tool, FFO Integration Tool (FIT), and other financial systems as requiredKnowledge of IC budgetary principles and proceduresMust be proficient in Microsoft Excel, MS Word and PowerPointSome domestic travel may be requiredSkill to recognize when decisions or information should be referred to a higher authorityMust have excellent oral and written communication skillsDemonstrated knowledge of acquisition management regulations, practices, policies, and procedures including major system acquisition lifecycle resource planning practices and procedures, and Acquisition Program Baseline development and PMPsClearance required : Active Top Secret (TS) with ability to upgrade to Sensitive Compartmented Information (SCI) and pass a Counter Intelligence (CI) polygraph. Desired clearance : Active (TS) / (SCI) clearance and ability to pass a (CI) polygraph.
Education required : Bachelor's degree required, preferably in math, engineering, business, or the sciences. In lieu of 4 year degree, additional years of experience may be considered.
