The South Carolina Department of Public Health (SC DPH) is seeking a detail-oriented and organized Contract Specialist to oversee contract lifecycle management and payment processing. This role serves as a key liaison between the Office of General Counsel (OGC) and Program Staff, ensuring compliance and efficiency in contract administration and invoicing.
Job Duties
Develop, coordinate, monitor, and review assigned contracts and agreements.
Create purchase orders or funds reservations for all fully executed contracts, subawards, and grant agreements.
Stay informed of DPH, state, and federal regulations affecting contracts and invoicing.
Perform tasks assigned by the supervisor or upper management as needed.
State Minimum Requirements
A high school diploma and relevant experience in business management, public administration, or administrative services or a bachelor's degree may be substituted for the required work experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Minimum Requirements
A bachelor's degree in business management, administrative services, or related studies and two (2) years administrative experience; OR an associate degree and four (4) years administrative experience; OR a high school diploma and six (6) years administrative experience. Proficient at using word processing software and spreadsheet applications. Proficient in Microsoft Office Suite (Word, Excel, PowerPoint and SharePoint). Knowledge of the South Carolina Procurement Code and agency's Procurement Manual Section 40. Accounting and purchasing experience is beneficial.
DRIVING RECORD : If this position requires the applicant to possess a valid driver's license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.
