Program Administrator Learning Systems

The Houston-Galveston Area Council is one of the largest regional planning commissions in the country with a diverse service area of 13 counties and more than 7 million people. H-GAC, the fiscal agent for the Gulf Coast Workforce Board (GCWB), is striving to expand the reach of the region's public workforce system to more employers and more people through targeted projects and the growth of systemwide learning and training initiatives. To support this expansion, we are seeking an experienced Program Administrator to join the Workforce Solutions team within our Human Services department.

The Gulf Coast Workforce Board through cooperation with local governments and H-GAC's Human Services Department, improves the quality of life for residents across the region through our Workforce Solutions Workforce system. Central to this effort is a renewed focus on professional development and training that equips staff to deliver consistent, high-quality services across the region.

As the Program Administrator Learning Systems, you will lead the governance, implementation, and ongoing oversight of the Learning Management System (LMS) for the Workforce Solutions network. In this role, you will serve as the project manager for the LMS implementation and act as the primary liaison with the awarded vendor to ensure a smooth rollout and sustained success. You will establish standards, policies, and expectations for LMS use, content development, and systemwide compliance while collaborating with instructional designers, facilitators, communications staff, and external partners to design, launch, and evaluate training programs. Additionally, you will drive the integration of learning tools, analytics, and reporting functions to enhance user experience, measure outcomes, and improve training effectiveness across the region.

Beyond system administration, you will coordinate training initiatives to align LMS-based learning paths with Board-approved training plans, supporting onboarding, compliance, and continuous development for frontline staff. You will foster collaboration among service providers, Board staff, and the Professional Development Team to strengthen training practices and ensure professional development activities reflect system needs and Board priorities. Managing multiple projects across functional teams, you will balance strategic goals with day-to-day execution, monitor risks, resolve implementation challenges, and provide regular updates to stakeholders, ensuring large-scale initiatives are delivered on time, within budget, and with measurable impact on staff performance and systemwide service delivery.

Key Qualifications :

At least 5 years of experience in project management, learning systems administration, workforce development, or related fields.

Proven ability to lead large-scale system implementations and multi-partner initiatives.

Expertise in LMS operations, analytics, and learning strategy, preferably in public sector or nonprofit environments.

Proficiency in Microsoft Office Suite; experience with LMS platforms and data integration tools required; SQL knowledge a plus.

Strong facilitation, communication, and stakeholder management skills.

Ability to manage competing priorities and balance long-term strategy with daily execution.

Do you have

Bachelor's degree in an applicable academic discipline or related field of study

5 years of experience working with local government, nonprofit programs, school or in job related duties

Preferred Qualifications :

8 years of experience in managing large scale workforce systems projects

Project management certification

Demonstrated leadership and problem-solving skills

A critical thinker with strong attention to detail

Proficiency in all Microsoft Office software applications as well as accepted project management principles

Training or instructional design certifications
