Assistant General Manager

The Assistant General Manager supports the General Manager in the overall management, operation, and maintenance of the Authority's water treatment systems. Other responsibilities include budget development and tracking, short and long-range capital improvement project planning, and ensuring that the Authority is compliant with local, state, and federal water treatment regulations. This leadership position plays a vital role in the Authority's management team, providing critical input to the Authority's strategic plan and performance measures.

Essential Functions :

• Plans, develops, and implements policies, procedures, practices, and goals for effective and efficient organizational operations.
• Performs all services and duties as mandated by applicable ordinances, resolutions, and regulations of the state and regulatory bodies, and ability to assume full responsibility for the operation and management of the Authority.
• Participates in preparation and implementation of the annual budget, long range financial planning, and capital improvement programs.
• Participates in planning the Authority's finances and budgeting processes to identify priorities, reductions, increases, constraints, and any other factors affecting the proper budget allocation of available operating finances.
• Communicates with the General Manager on the status of the Authority's finances, operational activities, capital improvements, and any other issue important for the effective oversight of the Authority.
• Participates in employee selection; directs, trains, develops, evaluates, and disciplines subordinate staff, subject to the Authority's policies and practices.
• Works closely with staff on maintaining and delivering a safe, adequate, and reliable water supply service to meet current and future demands of the Authority.
• Works with management staff and other personnel, reviews activities and production reports to determine required changes in programs, plans, and operations.
• Coordinates with attorneys for legal issues and agreements.
• Represents the Authority within the community and with other entities and organizations at local, regional, state, and federal government levels.
• Prepares or presents reports and correspondences as required by the position.
• Participates in providing advice, guidance, and direction to carry out major plans, standards, and procedures, consistent with established policies and Board approval.
• Acts as the General Manager in the absence of or on behalf of the General Manager.
• Performs other duties as assigned by the General Manager.
