Job Title : Program Development Manager

Reports To : Director of Community Health

Department : PneumaCare Health & Wellness

Position Overview

The Program Development Manager supports the growth and integrity of PneumaCare Health and Wellness by overseeing program development, compliance, training, and quality improvement. This role ensures that Enhanced Care Management (ECM), Community Supports, and related initiatives are designed, standardized, and implemented consistently across all counties. The Program Development Manager provides structure for scaling PneumaCare services while ensuring alignment with CalAIM requirements and MACCs mission.

Key Responsibilities

Program Development and Compliance

  • Develop and refine workflows for ECM, Housing Transition & Navigation, and Housing Tenancy & Sustaining.
  • Ensure all programs align with CalAIM standards, Medi-Cal requirements, HIPAA, and internal policies.
  • Monitor regulatory changes and adjust program procedures accordingly.
  • Prepare documentation and coordinate responses for state audits and compliance reviews.
  • Other duties as assigned.

Training and Staff Development

  • Oversee development and delivery of Care Coordinator and CHW training curriculum.
  • Supervise the Training Coordinator, ensuring effective New Employee Orientation (NEO) and ongoing development across MACC.
  • Support program staff with technical guidance on EHR use, documentation, and reporting systems.
  • Provide subject matter expertise for ECM and Community Supports across counties.
  • Other duties as assigned.
  • Quality Improvement

  • Manage PneumaCares Quality Improvement Program (QIP).
  • Track performance measures, generate reports, and recommend program adjustments.
  • Promote a culture of continuous improvement by analyzing outcomes and implementing best practices.
  • Other duties as assigned.
  • Program Expansion and Innovation

  • Develop scalable program models for new county rollouts.
  • Lead proposals, pilot projects, and collaborations that enhance PneumaCares service delivery.
  • Support integration of health and housing services with external providers.
  • Other duties as assigned.
  • Qualifications

  • Education : Bachelors degree in public health, healthcare, social services, or related field preferred.
  • We welcome well-seasoned professionals with equivalent experience in lieu of a degree.
  • Demonstrated expertise and proven results are valued as highly as formal education.
  • Minimum 3 years experience in program management, compliance, or healthcare / social service program design.
  • Knowledge of CalAIM, ECM, and Community Supports preferred.
  • Strong skills in training design, compliance, and quality improvement.
