Program Manager
Salary $65,000-70,000 year

Scope of Position : The Program Manager is a position dedicated to managing daily operations, program development, providing standardization across the region, and supporting the STL County team members. This position will provide direct vision and direction to the staff, ensure successful integration of services from all funding streams to better serve customers and businesses, and provide excellent customer service to internal and external customers. The Program Manager is required to ensure contract goals are met by creating processes and procedures to increase positive performance outcomes to meet and / or exceed program goals. This position will oversee WIOA contract requirements for compliance with state and federal regulations.
Responsibilities
Essential Functions :
- Provide overall coordination of partner efforts and communication with the EDSI team
- Support and improve Career Center operations, data capture, customer flow, report writing and general operating capabilities
- Coordinate and participate in meetings with the WDB and prepare reports as required
- Ensure accurate data collection and recording
- Manage staff and budgets
- Ensure all required reports, monitoring, and supporting documentation are completed
- Ensure the region follows all federal, state, WIOA and STL WDB
- Monitor and review all evaluation metrics
- Provide positive vision for required changes during program operation
- Review current practices and assist staff with solutions and implementation
- Facilitate required direct reports to provide to the Regional Coordinator
- Maintain accurate program tracking information, which includes providing Regional Coordinator sufficient data on performance and quality
- Ensure program participants are successful and given high quality customer service
- Develop, implement, and oversee the maintenance of filing, record keeping, distribution of materials and other types of office / program systems
- Respond in a timely manner to requests from the contracting agency
- Based on analysis, determine where improvements can be made to operations and programs
- Represent EDSI at conferences, meetings, and targeted social functions as required
- Work under the guidance of supervisor to implement the regional vision
- Perform other duties as assigned
Qualifications
Education and Experience Requirements :
Bachelor's degree, equivalent experience or equivalent combination of education and experience preferredThorough knowledge of WIOA regulations and state policies preferredExperience in managing people and building and maintaining coalitions and partnershipsWIOA project management experience desiredMust have experience in team-oriented environmentPrevious experience with invoicing and billingAbility to demonstrate strong verbal and written communication skillsAbility to maintain flexibility as needs of contract or contractor requireKnowledge of Microsoft Office programsValid Driver's License and an insured automobile are required
