Responsibilities
Senior Business Analyst with a strong background in digital transformation and business process reengineering. A Business Analyst in this context is expected to have expertise in Business Process Reengineering (BPR), analyzing, redesigning, and optimizing complex business processes to improve efficiency, effectiveness, and customer satisfaction. This position serves to align business strategy with operational execution by analyzing current operations, identifying improvement opportunities, and designing new processes. Collaboration with IT, operations, and product teams is required to support the implementation and adoption of updated workflows. Proficiency in analytical, communication, and change management skills is necessary to support organizational change initiatives.
The ideal candidate will possess deep expertise in business architecture, a proven track record in large-scale digital change, and an intimate understanding of the MITA framework.
Key Responsibilities :
- Lead Digital Transformation : Spearhead and significantly contribute to large-scale digital transformation initiatives, identifying opportunities for innovation and designing future-state business capabilities that leverage emerging technologies to achieve strategic organizational goals.
- Business Process Reengineering (BPR) : Conduct comprehensive analysis of current-state business processes, identify inefficiencies, bottlenecks, and pain points, and design optimized, streamlined future-state processes. Lead efforts to implement reengineered processes, ensuring smooth transitions and measurable improvements in efficiency, cost-effectiveness, and service quality.
- Strategic Business Modeling : Develop and maintain robust business architecture artifacts, including current and future state business process models (using BPMN), data models, capability models, value streams, and organizational models. Utilize various modeling tools and notations to effectively communicate complex business concepts to diverse audiences.
- Stakeholder Engagement & Requirements Definition : Collaborate extensively with senior leadership, business units, IT teams, and external partners to elicit, analyze, and validate complex business requirements. Translate strategic objectives and user needs into actionable business and functional specifications that guide solution development.
- Bridge Business & IT : Act as a critical liaison, ensuring seamless communication and understanding between business stakeholders and technical delivery teams. Articulate business impacts of technical decisions and technical implications of business requirements.
Skills & Qualifications
Experience & Education
8+ years of experience; ability to rely on experience and judgment to plan and accomplish goals; independently performs a variety of complicated tasks; a wide degree of creativity and latitude is expected.Min 5 years of experience serving as a liaison between the Business community and Customer IT Teams (e.g., Architecture, Project Delivery, Application Sustain, etc.).Strong experience as a Data Analyst in analyzing raw data, and as a Business Analyst in requirements gathering, understanding technology; PMP project management experience is a plus.Bachelor's degree in Business Administration, Information Technology, Computer Science, or related field; Master's degree preferred.Demonstrated ability to work with technical and non-technical groups on complex business problems and to analyze and improve business methods and procedures.Mandatory / Required
8 years experience in progressive Business Architect roles or similar strategic capacity; strong emphasis on enterprise-level initiatives.Proven track record leading or contributing to multiple large-scale digital transformation and BPR projects with measurable improvements in efficiency and service quality.Demonstrated expertise with MITA (Medicaid Information Technology Architecture), including practical application in complex system environments; experience with MITA State Self-Assessments (SS-A) is desirable.Excellent business modeling skills using BPMN, UML, ArchiMate; strong understanding of enterprise architecture frameworks.Superior analytical, problem-solving, and critical thinking abilities; ability to formulate pragmatic solutions.Excellent written and verbal communication, presentation, and interpersonal skills; ability to articulate complex concepts to diverse stakeholders.Strong negotiation, facilitation, and conflict resolution skills.Health and Human Services (HHS) integrated eligibility systems experience preferred (e.g., Medicaid, SNAP, TANF, CHIP).Preferred
Experience in government or public sector environments.Direct, hands-on experience with healthcare programs and eligibility rules.Certifications such as CBAP, TOGAF, BPMN, Lean Six Sigma Green / Black Belt; familiarity with Agile / SAFe methodologies.Working knowledge of eligibility rules for SNAP, Medicaid, and TANF; experience interpreting and applying state and federal guidelines.Proven experience interpreting and applying policy within an integrated eligibility case management system.J-18808-Ljbffr
