Procurement Specialist

Anoka County Purchasing has an immediate opening for Procurement Specialist. This is a full-time non-exempt, hybrid position. Interviews will take place the week of October 27, 2025 for those selected to move forward in the hiring process.

Some of the critical responsibilities of this position include reviewing requisitions, sourcing simple goods and services, coordinate purchasing procedures, and preparing purchase orders.

Hiring range : $50,897 to $59,800 ($24.47 to $28.75 per hour). Starting rate will depend on experience, education, and qualifications. Advancement opportunities exist for individuals motivated to move up within Anoka County. This includes 24 days paid of flexible time off and up to 12.5 holidays your first year.

This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303. This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office. Expected work hours are Monday Friday 8 : 00 a.m. 4 : 30 p.m.

  • Perform necessary purchasing procedures for the acquisition of goods and services.
  • Review and prioritize various requests, requisitions, and proposed specifications.
  • Conduct market research, past purchases, understand existing contracts and other available resources.
  • Prepare solicitations and specifications under various funding source requirements.
  • Schedule, receive, and analyze / tabulate responses.
  • Make recommends for award.
  • Utilize a Finance / Procurement system for purchase orders, contracts.
  • Prepare and maintain adequate files and provide to staff, departments, divisions, officials, and vendors.
  • Coordinate purchasing procedures among departments and divisions.
  • Serve as liaison between the Procurement Department and other government departments and divisions.
  • Create process documentation, provide education / training, and recommend efficiencies where applicable.
  • Perform related duties as required.
  • Resolve purchase related complaints / disputes from departments, vendors, and the public.
  • Assist new vendors and disseminate information for awareness on product or service offerings.
  • Participate in planning and improving procurement operations.
  • Assume the responsibilities of Senior Procurement Specialist upon request.
  • Maintain up to date on procurement industry knowledge.
  • Communicate effectively to all levels and develop / maintain positive relationships.
  • Work cross-functionally and collaboratively with all levels of government, county staff, public officials, and external vendors in a professional manner.
  • Provide leadership, coaching, and / or mentoring to a subordinate group as assigned.

Minimum knowledge, skills, and abilities needed :

  • Requires a high school diploma and at least 2 years of job-related experience
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis
  • Preferred knowledge, skills, and abilities needed :

  • 2 years post-secondary education or bachelor's degree in a related field
  • 2-4 years complex goods / services government buying experience
  • Strong knowledge and experience with the procurement of goods and services
  • Strong knowledge of statues, laws, rules and regulations for procurement compliance
  • Strong experience and skill with software including Word, Excel and other finance / procurement related software tools
  • Strong attention to detail and ability to recall information
  • Strong customer service skills and professionalism
  • Strong cognitive, critical thinking, creative thinking, and problem-solving skills
  • Strong verbal and written communication skills and use of audio and video communication tools
  • Strong facilitation, leading, and project management skills
  • Ability to easily pivot in a multi-tasking environment
  • Standard office environment. Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness. Hearing abilities required for general and phone communication, signals, and machine sounds. Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work. Occasional lifting of 10-20 lbs. Equipment used includes computers, phones, and standard office equipment. Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and / or a personal vehicle.
