Description and Functions
This position supports the efficient operation of the Wyoming Women, Infants, and Children Program (WIC) by assisting with key functions. The position helps manage contracts, assists with financial oversight, contributes to project coordination, and supports daily operations, ensuring regulatory compliance and effective service delivery. They aid in optimizing resources and processes, directly contributing to the department's goal of providing essential nutritional support to women, infants, and children across the state.
Essential Functions
Operations Management : Oversees operations, assists in implementing new workflows, attends professional development events, assesses WIC technology needs, develops new initiatives for program services, supports the WIC Program's Strategic Plan, and provides direct supervision of WIC staff at our central office.
Financial Management : Conducts monthly reviews of local agency fiscal reports, utilizes the HOW platform for document management, develops fiscal policy, analyzes data for budget recommendations, and assists in fiscal asset management.
Contract Management : Assists with the contract process, including RFPs, MOUs, Data Use / Sharing Agreements, and Participating Addendums. Also helps with systems planning, procurement, grant applications, and monitoring contractor performance.
Project Management : Serves as Project Manager for system development / implementation projects, acts as a primary point of contact for stakeholders, ensures accurate communication, manages planning, design, development, testing, and implementation phases, and oversees issue resolution.
Monitoring and Evaluation : Evaluates contractor performance and completed systems, ensures compliance with state and federal regulations, assists in the Management Evaluation (ME) process, and collaborates with auditors.
Qualifications
Preferences : Our ideal candidate will have a Bachelor's Degree in Business Administration, Management, Operations Management, or a related field, and four to six years of progressive work experience.
Knowledge : Knowledge of WIC Program regulations and systems; Knowledge of and experience with business and management principles involved in project planning and resource allocation; Knowledge of state fiscal and contract procurement processes and administration.
Minimum Qualifications : Education : Bachelor's Degree (typically in Healthcare); Experience : 1-2 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist OR 4-6 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist.
