Director Of Population Behavioral Health

The Director Of Population Behavioral Health (0932 Manager IV) is responsible for providing strategic leadership to the Population Behavioral Health section of Behavioral Health Services in the San Francisco Department Of Public Health. The Director oversees the development, implementation, and evaluation of high-priority community overdose prevention and substance use disorder initiatives in alignment with city-wide priorities.

The Director Of Population Behavioral Health (0932 Manager IV) performs the following essential job functions :

  • Directs a team of contracts program managers and program analysts, and provides guidance and leadership in the delivery of substance use services with support from outreach and program coordination staff
  • Manages a budget comprised of city general funds, opioid settlement, and federal and state funding. Budget management includes evaluating the efficiency and outcomes of funded programs along with generating reports and status updates
  • Designs, implements, and evaluates targeted initiatives to improve population-level outcomes related to behavioral health challenges, particularly overdose
  • Establishes key performance indicators for providers of overdose prevention and community education engagement, such as stakeholder convenings, and treatment interventions, such as contingency management, and initiates and evaluates quality improvement projects
  • Develops and leads strategic planning initiatives for the Population Behavioral Health section, including facilitating partnerships and assembling resources with City leaders and stakeholders
  • Collaborates with internal and external partners, including DPH behavioral health systems of care, other city departments, government organizations, and community organizations, to enhance the delivery and coordination of substance use services
  • Presents program outcomes and updates to key stakeholders, including department heads and City leaders
  • Serves as a subject matter expert in workgroups / discussions / meetings with other DPH staff around the use and communication of data to the public, policymakers, and other stakeholders
  • Creates staffing models and participates in hiring activities to best suit the needs of the Population Behavioral Health section

The Director Of Population Behavioral Health (0932 Manager IV) may perform other duties as assigned / required.

Required Minimum Qualifications

  • EDUCATION : Possession of a bachelor's degree from an accredited college or university AND EXPERIENCE : Five (5) years of professional experience in programs addressing substance use disorders or emergency mental health services, which must include at least three (3) years supervising professionals.
  • Education substitution : Additional professional experience as described above may substitute for the required degree on a year-for-year basis up to a maximum of two (2) years.

    One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).
