Position Summary
The Senior Manager of Utilities & Site Services is accountable for leading the strategic and operational management of all site utility systems to support uninterrupted, compliant, and efficient operations at a large-scale biopharmaceutical manufacturing site focused on animal vaccine production. This includes responsibility for clean utilities (e.g., WFI, pure steam, freezers, clean compressed air), black utilities (e.g., boilers, chillers, HVAC, compressed air, water systems), and site services (e.g., waste management, grounds, janitorial environmental systems, energy systems).
This role provides technical leadership, ensures utility system reliability, supports capital projects, and oversees compliance with GMP, environmental, and safety regulations. The position collaborates with engineering, quality, EHS, and operations teams to deliver world-class facility and utility performance while managing risks and optimizing resource usage.
Position Responsibilities
Leadership & Strategy
- Lead the long-term vision and strategy for utilities and site services aligned with business growth and regulatory needs.
- Drive utility system performance improvement through digital transformation, automation, and innovation.
- Develop and manage utility budgets, forecasts, and resource planning.
- Serve as technical SME and lead interface for utilities in regulatory inspections and internal audits.
Utilities Operations & Maintenance
Oversee operation and maintenance of all clean and black utility systems, ensuring compliance with cGMP, safety, and environmental standards.Ensure utilities capacity meets site production requirements with appropriate redundancy and reliability.Optimize energy and water consumption through sustainability and efficiency initiatives.Lead investigation and resolution of utility deviations, excursions, and system failures.Team Leadership
Build, develop, and lead a multidisciplinary team of utility engineers, operators, technicians, and contractors.Establish clear team goals, KPIs, and development plans aligned with site performance expectations.Promote a culture of safety, accountability, and continuous improvement.Project & Capital Support
Support or lead utility-related capital projects including new equipment, expansions, or upgrades.Ensure successful utility commissioning, qualification, and validation (CQV) in partnership with QA and validation teams.Provide engineering guidance on utility integration with new production or R&D areas.Compliance & Risk Management
Ensure full compliance with GMP, FDA, USDA, EPA, OSHA, and local environmental regulations.Manage utility system documentation, P&IDs, SOPs, and change controls.Maintain risk assessments and business continuity plans for utility systems.Education and Experience
B.S. or Master's degree in Mechanical, Electrical, Chemical, or Facilities Engineering is required.12+ years of experience in utility or facility management in a cGMP-regulated biopharmaceutical or manufacturing environment. (Manager : 7+ years of experience)Thorough understanding of continuous improvement methodologies and root cause analysis.5+ years of leadership experience managing managers and technical or multidisciplinary teams. (Manager : 3+ years)Experience managing multi-layer maintenance organizations of at least 50+ employees and contractors.Strong experience with utility system operations, risk management, and regulatory inspections.Expertise with Master Data, Data Analytics, and advanced reporting is a plus (Manager : Not a plus)Technical Skills and Competencies Required
Technical Expertise :
In-depth knowledge of clean and black utility systems (e.g., WFI, pure steam, HVAC, boilers, chillers, compressed air).Understanding of CQV, P&IDs, BMS / EMS systems, and reliability-centered maintenance.Strong understanding of GMP, environmental, and EHS compliance requirements.Knowledge of continuous improvement processes (TPM, Lean, Six Sigma).Experience with CMMS (SAP PM, Maximo, or similar).Familiarity with predictive maintenance technologies and tools.Experience with energy optimization and sustainability initiatives.Leadership & Soft Skills :

SAFELY work in an industrial environment using approved procedures, i.e., Lockout / Tagout, confined space, line break, right to know, PPE, etc.Occasionally lift to 50 lbs.Work in areas that may be hot, cold, stinky, noisy, ultra-clean, or require additional PPE. May be exposed to temperature variations, prolonged standing, or walking.
