Summary : The Texas Health and Human Services Commission seeks highly qualified candidates to fill the CCSC Director II position with Community Services, Community Care Services, and Community Care Services Contracts Section. The role emphasizes mission alignment, collaboration with stakeholders, talent development, open communication, and continuous improvement. The Director II provides leadership, supervision, and strategic direction for CCSC REM (Regional Enrollment Monitoring) Teams and the Enrollment Unit, and exercises significant independent judgment in decision-making.

Responsibilities (Essential Job Functions)

• Provides oversight and operational direction for the CCSC REM and EU teams; seeks innovations to improve policies, procedures, and processes; manages contract status and lifecycle.
• Plans, assigns, and oversees the work of REM and EU Contract Administration Managers; leads or participates in policy development; analyzes data to identify trends and implements solutions; ensures contract integrity in SCOR.
• Oversees human resources activities to ensure adequate staff resources, timely vacancies and resolutions of personnel issues, training completion, certifications, and performance evaluations.
• Represents CCSC in internal and external meetings; provides technical expertise to REM and EU teams and stakeholders; coordinates business continuity processes and impact analyses of system changes.
• Coordinates information requests, complaints, and legislative inquiries; develops required reports within deadlines; performs other duties as assigned.

Qualifications

Initial Screening Criteria : Bachelor's degree in business management, project management, or related field. Applicants without a degree may substitute state government contracting or management experience on a year-for-year basis. Experience in Texas state government purchasing / contracting, Community Services programs, or contract development and processing. HHSC Community Care Services Contracts experience preferred. Project management and process improvement experience preferred.

Knowledge, Skills, and Abilities (KSAs) : Knowledge of contract administration, performance analysis, and state / federal laws; strong written and oral communication; relationship-building; PC and MS Office proficiency; project management; ability to interpret statutes; ability to analyze and summarize management records and draft clear reports.

Registrations, Licensure and Certifications : Certified Texas Contract Manager (CTCM) preferred; required within 12 months.
