Job Description
The Structural Planner / Estimator is responsible for planning and estimating repair items and ship alterations, including work definition, material identification, and cost estimation, using drawings, technical documents, and NAVSEA Standard Items. Ensures correct formatting of Work Items and Estimates according to published directives.
Job Duties
- Handle all ship's force Alteration Installation Team (AIT) and shipyard work, including service, repair routines, modernization, and preventative maintenance, presenting work requirement statements at the SWLIN and Line Item level.
- Provide detailed cost estimates for work specifications and new work written by planners.
- Maintain and manage the cost estimating guide.
- Conduct ship checks to validate repair / alteration information.
- Estimate costs based on ship checks for all assigned solicitations.
- Develop schedules and material procurement lists for assigned tasks.
- Review work specifications and reference materials to understand work scope requirements thoroughly.
- Work from technical drawings, design memos, and sketches; validate on-site measurements for structural items.
- Perform shipboard inspections, review technical data, estimate labor and materials, and update the Structural knowledge base.
- Write and review Depot level 4E specifications for structural modifications.
- Identify and verify material requirements, including APL, NSN, and Part Numbers.
- Analyze blueprints and documentation to prepare estimates for shop and shipboard efforts.
- Prepare comparative estimates for subcontractor selection.
- Develop properly formatted 4E specifications / work items with all technical and production information, conducting ship checks as needed, and review system drawings and publications for database input.
- Perform other related duties as assigned.
Requirements
Subject Matter Expert (SME) in Structural systems trade.Understanding of shipboard structural modifications and repairs.Expertise in writing and reviewing Depot level 4E specifications.Knowledge of ship fitting, welding practices, NDT, rigging, deck covering, and synthetic material repairs.Comprehensive knowledge of surface combatant and carrier ship repair and overhaul programs.Extensive experience with NAVSEA Standard Items, military standards, and naval drawings.Proficiency in automated data processing tools and government software for work specifications.Knowledge of Navy Maintenance Database (NMD), with ability to learn quickly if unfamiliar.Technical writing skills for reports and planning documents.Evidence of Structural SME experience or certification.Navy surface ship experience preferred.Ability to lift, carry, and transport equipment up to 30 lbs.Ability to work on and climb Navy ship ladders, in extreme environments, confined spaces, and aboard ships.Willingness to travel, including extended hours and weekends if required.Valid driver's license and U.S. citizenship.Education and Security Clearance
Bachelor's degree in engineering or science, or ten years of relevant Naval Marine Engineering experience, including Naval or military training, which together with experience equates to a BS degree.Must be eligible for a Secret security clearance; current clearance preferred.Benefits
