Deputy Director of Financial and Business Services

Under the general direction of the Director of Financial and Business Services, the Deputy Director supports the strategic and operational financial management of Harris County Resources for Children and Adults. This executive-level position assists in planning, organizing, and directing a wide range of financial functions including budgeting, grants, accounting, auditing, procurement, reporting, and internal controls. The Deputy Director of Financial and Business Services acts as a key advisor to the Director and serves as acting Director in their absence, ensuring effective financial stewardship and compliance with applicable laws, policies, and regulations.

Duties & Responsibilities include :

  • Support the Director in overseeing all financial operations of the agency, including budgeting, financial planning, fund allocation, internal controls, and fiscal reporting.
  • Assist in directing agency-wide budget development across multiple funding sources, including general funds, grants, contracts, and special funding.
  • Support the Director in analyzing expenditure patterns, financial trends, and forecasting budget needs.
  • Lead the development of comprehensive financial reports and presentations for internal leadership, external stakeholders, and the Board of Directors.
  • Provide fiscal oversight for budget, grants and contracts to ensure proper allocation, usage, and reporting of funds.
  • Contribute to the development and implementation of financial policies, procedures, and systems to improve efficiency and ensure compliance.
  • Participate in the review and approval of procurement and purchasing activities in line with County and agency regulations.
  • Coordinate financial operations and reporting with County departments such as the Office of Management and Budget, Office of the County Administrator, Auditor's Office, and Purchasing.
  • Provide oversight into external and internal audits.
  • Supervise accounting and fiscal staff to ensure accuracy, efficiency, and adherence to established procedures.
  • Mentor and coach finance, budget and grants team members to promote a culture of inclusivity, professional growth, accountability, and performance excellence.
  • Promote a culture of integrity, transparency, innovation, and continuous improvement in all financial operations.
  • Represent the Director in meetings, presentations, and decision-making processes as needed.
  • Serve as acting Director during absences and provide high-level support for executive decisions and initiatives.

Education and Experience : Bachelor's degree in accounting, Finance, Public Administration, Public Policy, Business Administration, or a related field. Minimum five (5) years' management experience in accounting, Finance, Public Administration, Public Policy, Business Administration, or a related field. Must have four (4) years in a supervisory or leadership role in financial management. Training and experience using a personal computer with a variety of software such as Microsoft Word, Excel, and PowerPoint.

OR Associate's degree in a directly related field. Minimum seven (7) years' experience in Accounting, Finance, Public Administration, Public Policy, Business Administration, or a related field. Must have six (6) years of supervisory or leadership experience in financial management. Training and experience using a personal computer with a variety of software such as Microsoft Word, Excel, and PowerPoint.

Licensure : Reliable transportation with a valid driver's license (Texas) and auto liability insurance.

Knowledge, Skills & Abilities : Strong understanding of public sector accounting, budgeting, procurement, and financial reporting. Ability to analyze complex financial data and develop actionable insights. Demonstrated experience in program and policy development, preferably in a public or nonprofit setting. Excellent leadership and interpersonal skills; able to effectively lead diverse teams and collaborate across departments. Strong organizational and time management skills with the ability to manage multiple priorities. High level of emotional intelligence and the ability to demonstrate empathy while maintaining accountability. Ability to demonstrate empathetic leadership by fostering a supportive, inclusive team environment that promotes high morale, trust, and psychological safety while empowering staff through recognition, communication, and professional development. Excellent verbal and written communication skills, including report writing and presentation skills. Ability to exercise sound judgment, tact, and diplomacy in sensitive situations. Proficient in the use of financial software systems and Microsoft Office Suite. Strong critical thinking and problem-solving skills.

Position Type, and Typical Hours of Work : Full-time | Regular Monday Friday 8 : 00 a.m. 5 : 00 p.m.

Salary : Commensurate with experience. Based on 26 Pay Periods Plus, Mileage Reimbursement
