Job Summary Serves as a project manager for the design and construction of City projects including all aspects of planning, design, bid preparation, cost estimation, and monitoring of construction compliance. May manage a function as a licensed engineer or supervise staff responsible for infrastructure design and construction, conducting studies, research, and other activities involving engineering problem-solving or serves as a senior technical expert responsible for conducting these activities. Job Description Overview The Senior Engineer provides highly responsible project management and engineering expertise in the design, construction, implementation, and completion of all public works construction and related projects for the City. Essential Functions 1 Manages, leads, and provides senior knowledge over engineering design and Construction contracts for paving, streetscape, alley, drainage, flood control, bridge, sidewalk, erosion control, water, utilities, wastewater main and any other infrastructure improvement projects. 2 Applies, implements, and uses engineering, surveying, project management principles and technical expertise to support the implementation of capital improvement bond projects; participates and performs feasibility studies on plan and project implementation. 3 Develops and reviews engineering plans for paving, drainage, erosion control and storm water pollution prevention plans, traffic control and traffic signal, and project schedules; ensures that the proposed infrastructure improvements are of good design quality and that the projects are in compliance with City, State and Federal standards. 4 Manages the bidding process for all assigned construction contracts; prepares agenda, factsheet, contract information package for engineering and construction contract awards and takes lead role in completing the contract execution; conducts neighborhood meetings to inform the Citizens about the upcoming project or Capital improvement and addresses concerns and questions. 5 Oversees and applies research methodology to solve diverse problems such as investigating material quality or material failures, environmental investigation, quality assurance for contracted design and construction work and improving processes; develops the scope of work, evaluates proposals, and negotiates fees for engineering contracts and for Supplemental Agreements; works with Agenda Coordinators to prepare Council Agendas. 6 Collaborates, engages, and works with consultants, inspectors, contractors, engineers, representatives from other agencies within the City and out side, to successfully complete the design and construction of all infrastructure projects; participates in consultant selection, contractor evaluation, and employee hiring or promotion panels; monitors the Consultant's or Contractor's performance in regard to their GFE. 7 Provides leadership, guidance, and work as a team leader with less experienced Engineers and Project Coordinators; mentors progress, oversees work and deliverables, inspects projects, and provides senior level expertise for challenging situations; attends meetings, conferences, and other events, and provides training for staff. 8 Performs any other work as needed or required. Knowledge and Skills 1 Thorough knowledge of city ordinances, design manuals, engineering standards, state and federal regulations, and professional ethics. 2 Extensive experience in project management and implementation. 3 Ability to communicate effectively both orally and in writing with a variety of people. 4 Knowledge of Bond programs and related administration. 5 Knowledge of civil engineering principles including safety, legal, licensing, credentialing, and innovation. 6 Ability to establish and maintain strong relationships. 7 Knowledge of contract management. 8 Ability to provide training, education, and leadership to fellow staff. Minimum Qualifications EDUCATION Bachelor of Science in engineering or higher in engineering from program accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering Technology (EAC / ABET). EXPERIENCE A minimum of four (4) years of experience as a Licensed Professional Engineer. LICENSES AND CERTIFICATIONS Valid driver's license and good driving record. Professional Engineer License from the State of Texas. Professional Engineer License with license / registration from other states must obtain the Texas license within six (6) months after appointment. EQUIVALENCY Bachelor's degree in engineering and eight (8) years of engineering work experience after graduation will meet the education and work experience requirements, OR Master's degree in engineering and seven (7) years of engineering work experience after graduation will meet the education and work experience requirements, OR

  • PhD in any engineering field and six (6) years of engineering work experience after graduation will meet the education and work experience requirements. OTHER REQUIREMENTS Some positions may be subject to field-work and inclement weather conditions.
