Procurement And Subcontracts Manager
Join our team as a Procurement and Subcontracts Manager, where you will play a pivotal role in leading procurement operations, managing subcontract activities, and fostering strong supplier relationships within a secure environment. We are looking for a dynamic leader with a deep understanding of subcontract administration, procurement strategy, and material requirements planning (MRP).
Key Responsibilities :
- Oversee the entire acquisition lifecycle, from sourcing and solicitation to negotiation, award, and closeout of subcontracts and procurement activities.
- Support proposal development by preparing and managing subcontractor RFIs, RFQs, and RFPs, ensuring alignment with U.S. Government requirements.
- Collaborate with cross-functional teamsbusiness development, program managers, contracts, finance, and complianceto align subcontract deliverables with prime contract terms.
- Review and negotiate subcontractor terms and conditions to ensure advantageous flow-downs and effective risk mitigation.
- Maintain accurate subcontract data and documentation using Deltek Costpoint and other procurement systems.
- Ensure compliance with federal regulations (FAR, DFARS, ITAR, EAR) and internal policies.
- Conduct cost and price analyses for subcontractor proposals and modifications.
- Prepare for audits and respond to data requests from customers, DCAA, and DCMA.
Required Qualifications :
US Citizenship and an active TS / SCI clearance (current).2-5 years of management experience leading processes or teams.57 years of experience in subcontract administration within a government contracting environment.Proficiency in FAR, DFARS, and government procurement best practices.In-depth knowledge of MRP systems and supply chain best practices.Experience in supporting federal proposal efforts from a subcontract / procurement perspective.Proficiency in Deltek Costpoint.Strong negotiation, analytical, and communication skills.Ability to manage multiple priorities in a fast-paced setting.Preferred Skills :
Bachelor's degree in Business, Supply Chain, or a related field (or equivalent work experience).Experience with classified programs in DoD or Intelligence Community environments.Knowledge of CPSR audit requirements.Candidates will be required to work on-site and / or hybrid work schedules.
