MINIMUM QUALIFICATIONS :
- Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associates Degree or higher, including or supplemented by a minimum of fifteen (15) semester credit hours in natural sciences, of which not more than six (6) credit hours may be in the applied sciences. OR
- Successful completion of sixty (60) semester credit hours from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees, including a minimum of fifteen (15) semester credit hours in natural sciences, of which not more than six (6) credit hours may be in the applied sciences.
NOTE :
The term natural science means a science such as biology, chemistry, or physics that deals with objects, phenomena, or laws of nature and the physical world. It includes all physical and biological sciences.The term applied science means science-based courses in environmental technology, sanitation technology, medical technology, public health, infection control or food science.SPECIAL REQUIREMENT :
Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. Operation of county-owned vehicles requires employees to possess a current valid New York State Motor Vehicle operator’s license.
DISTINGUISHING FEATURES OF THE CLASS :
The Environmental Health Technician (EHT) will conduct routine inspection and enforcement activity as specified in New York State Public Health Law and the Cayuga County Sanitary Code. Within the Lead Program, this position will be assigned to complete lead paint and housing sanitation complaint inspections in residential properties. The position requires completion of specialized training in healthy home assessments and lead paint investigations. Candidates may be required to meet additional requirements to qualify for EPA Lead Risk Assessor certification. This position will be required to document inspection findings and follow-up activities as required by the program and will regularly interact with internal and external housing inspection, enforcement, and home repair assistance programs (e.g., county residential complaints, code enforcement, lead hazard control and grant funded remediation / abatement programs). The work is performed under the general supervision of either a higher level technical or professional employee who reviews reports and provides advisory assistance as necessary. Supervision over the work of others in not usually a responsibility of employees in this class. Does related work as required.
TYPICAL WORK ACTIVITIES : (Illustrative Only)
Make routine inspections of sanitary conditions of camps, hotels, motels, lodging and boarding houses, public or individual water supplies and sewage disposal facilities, refuse disposal, indoor and outdoor air quality, lead abatement, public health hazards, public health nuisance complaints and general sanitation.Make inspections of restaurants and other public eating-places, including food preparation, storage and dishwashing and disinfecting of dishes and utensils.Collect swab samples and water samples.Make inspections of swimming pools and bathing facilities to determine compliance with state sanitary code requirementsMake inspections of nuisances, mosquito and fly breeding places, rodent harborages, lead abatement, animal disease, residential land development, housing sanitation and related matter.Participate in the various functions of vector control programs, including vector surveillance and control activities.Participate in functions related to lead abatement projects, hazardous material handling and other environmental health matters.Maintain records and prepares reports on inspections.Due to large geographic area of Cayuga County, operates a motor vehicle to travel between inspection sites and transport necessary equipment and supplies.Participate in public health preparedness activities as trained and assigned.Perform other specific tasks related to above matter as requested.FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES, PERSONAL CHARACTERISTICS :
