Job Purpose
Functions as a Health Information (HIM) / Compliance Manager (CM) in a team and mission-based setting to provide oversight, management, and coordination of electronic and paper medical records, compliance, HIPAA compliance, and risk management. Ensures the privacy, safety, and security of medical records. Establishes and maintains departmental policies and procedures to ensure quality and effectiveness of workflow. May spearhead projects dealing with the implementation / enhancement of electronic medical records; identifies, compiles, and abstracts information for quality assurance / compliance reporting purposes. Processes and prepares related business and / or governmental forms. Provides front-line responses to requests for records from internal and external sources, compliance, HIPAA, and risk management. May be asked to work at other clinic sites as needed.
Duties
Adhere to the water- center mission to remove barriers to care and support the organization's values.Serve as medical records department subject matter expert; oversee and manage all aspects pertaining to medical records, including policies and procedures, requests for release of information, death certificates, POLST submissions, digital faxes, and requests for medical records in accordance with state law and HIPAA.Maintain working knowledge of HIPAA rules and disseminate information as appropriate; apply to day-to-day operations.Independently review and evaluate compliance issues; collaborate with relevant teams and General Counsel for complex issues.Identify compliance vulnerabilities and risk; implement action plans and provide guidance to prevent recurrence.Perform Compliance and Risk Management investigations; provide recommended actions and regular reports to Executive Leadership and the Board.Ensure data integrity by auditing results and reporting to applicable managers.Participate in internal committees as directed (QA, QI, Health and Safety).Provide documentation to support FTCA redeeming application submission.Facilitate WCHC Privileging process per policy.Act as point of contact for patient complaints and grievances (including FTCA).Preserve all center documentation related to claims or complaints (e.g., medical records, lab / x-ray results, billing records, staff records, procedures).Report claims and potential PCEs to appropriate insurers and agencies per policy and FTCA.Perform other duties to support the organization's Vision, Mission, and Values.Education and / or Experience and Qualifications
High School Diploma or GED; an associate degree in health information management is preferred.10-15 years of healthcare experience preferred.Demonstrates customer service and phone etiquette competencies.Experience with electronic medical / health records (EHR / EMR) required; experience with OCHIN Epic preferred.Experience managing the lifecycle of electronic and paper medical records; healthcare industry experience preferred.Maintain confidentiality in accordance with WCHC policies and HIPAA regulations.Licensures / Certifications
RHIT and / or CHPC / CPOC, with ability to achieve within 6 months of hire and recertify prior to expiration.Non-violent Crisis Intervention training completed within 6 months of hire and recertified prior to expiration.Current AHA Basic Life Support (BLS) within 6 months of hire and recertify prior to expiration.Mandatory Trainings for Organization and Advanced Health compliance completed within 3-6 months and recertified prior to expiration.Valid Oregon Driver License.Immunizations
