The HSE Manager plays a critical leadership role in fostering a culture of safety, environmental stewardship, and regulatory compliance at our Bay City, Bishop, and Houston facilities. This position is responsible for setting strategic direction, driving implementation, and ensuring continuous improvement of all Health, Safety, and Environmental programs—including Occupational Safety, Industrial Hygiene (IH), Environmental Protection, Fire Safety, Site Security, and Emergency Response.
The ideal candidate will be a proactive, hands-on leader with deep expertise in chemical manufacturing safety standards, regulatory frameworks, and risk mitigation strategies. This role ensures that all operations are conducted in a safe, compliant, and environmentally responsible manner—protecting employees, the community, and the integrity of the facilities. The position reports to the VP of Operations and is a member of the Bay City Leadership Team. Direct reports to this position include the Environmental Lead, Health & Safety Lead, Emergency Response Specialist, and Medical Specialist.
Main Tasks and Responsibilities
- Leadership & Strategy : Develop and execute a comprehensive HSE strategy aligned with corporate goals and regulatory requirements.
- Leadership & Strategy : Champion a safety-first culture through training, communication, employee engagement, and a drive toward Zero Harm.
- Leadership & Strategy : Lead cross-functional teams in identifying and mitigating HSE risks across all manufacturing activities.
- Leadership & Strategy : Facilitate the application of new IM technologies to continuously improve performance while reducing the cost of compliance.
Regulatory Compliance
Ensure full compliance with federal, state, and local HSE regulations, including OSHA, EPA, TCEQ, and DHS (CFATS).Maintain and manage all environmental permits, including air emissions, wastewater discharge, hazardous waste, and stormwater.Serve as the primary liaison with regulatory agencies and lead audits, inspections, and reporting activities.Anticipate regulatory changes and industry trends affecting operations and proactively lead the change management process.Program Management
Oversee the development, implementation, and maintenance of HSE policies, procedures, and ISO management systems in compliance with corporate and regulatory requirements.Conduct regular risk assessments, incident investigations, and root cause analyses.Manage site-wide emergency preparedness and response plans, including training, drills, equipment reliability, and coordination with local emergency response partners and mutual aid organizations.Oversee the third-party Corporate Medical Management provider to ensure conformance with employee medical surveillance schedules, fitness-for-duty examinations, substance abuse testing programs, and employee return-to-work procedures across the region.Effectively manage the expense budget and capital funds.Training & Development
Design and deliver HSE training programs for employees, contractors, and leadership.Monitor and evaluate training effectiveness and ensure continuous improvement.Data & Reporting
Establish, track, and analyze HSE-related performance metrics and trends.Prepare and present reports to senior management on safety performance, compliance status, and continuous improvement initiatives.Security & General Oversight
Collaborate with site leadership to ensure physical security measures are in place and effective.Manage relationships with site tenants and resident / temporary contractors to ensure compliance with safety and security protocols.Education Requirements
Bachelor's degree in Occupational Safety, Industrial Hygiene, Engineering, or a related technical field from an accredited institution (required)Professional certifications such as CSP, CIH, CHMM, or PE are highly desirableBackground and Experience
15+ years of progressive SHE-related experience in a chemical plant or oil refinery setting10+ years of supervisory or management experience in a SHE-related positionExperience working within an Incident Command StructureChemical hygiene experience supporting a laboratory or R&D facility is a plusCompetencies and Skills
