Position : Manager- Health Information Management

What You'll Do : As the HIM Manager you will be responsible for the day-to-day operations of the Health Information Management Department. The manager provides daily oversight of the processing and completion of all hospital and clinic patient records, physician suspension activities, release of information, birth certificate completion, and coding functions. The Manager ensures that efficiency and accuracy is maintained while meeting all legal and regulatory standards. The Manager monitors facility and market performance, ensures consistency in education programs, timely regulatory updates, proper documentation standards, and adherence to compliance initiatives. Responsibilities include leading teams and collaborating with physicians, clinicians, and financial leaders to ensure high quality, cost-efficient care and to accurately optimize reimbursement. The department's activities must be coordinated in order to meet all DNV, CMA, Title 22 and other governing body requirements.

Responsibilities

• Ensures appropriate staffing for all shifts of the HIM department.
• Maintains a scorecard of key responsibilities and accountabilities and tracks regularly.
• Review and monitor time and attendance records.
• Interview and select personnel for open positions, evaluate employee performance, counsel and terminate employees as necessary. Ensure that all training and employee participation documentation is filed in the department personnel folders.
• Annually reviews policies and procedures, job descriptions, and participates in the budgetary process together with the Director of Revenue Cycle.
• Participate in education and quality assurance programs for the HIM Department.
• Stays abreast of all changes in coding conventions and coding updates by reading all materials provided by professional organizations.
• Supervises discharge processing activities, record retrieval, scanning and archiving of medical records, deficiency analysis, qualitative analysis, and physician suspension.
• Manages birth certificate registration team and maintains compliance with State Vital Records Standards.
• Ensures that timeliness, accuracy and production standards are met in all areas.
• Works with physicians concerning timely and compliant patient medical records completion, activity report preparation, or other HIM functions directly impacting medical staff.
• Oversees policies and procedures for medical record retention, safety, and storage.
• Remains current with state and federal laws and DNV regulations concerning medical record documentation, release of medical information and retention of records. Manages facility documentation retention plan.
• Serves as System Administrator for document scanning system.
• Manages Release of Information team responsible for the control and release of medical records in accordance with HIPAA privacy standards and Hospital policies.
• Supervise all coding and abstracting activities, ensuring that all diagnoses and procedures are coded according to accepted ICD-10-CM / CPT-4 official coding guidelines, CMS / HCAI regulations, and hospital standards for patient medical records. Ensures that modifiers are assigned to all CPT codes following CMS guidelines and NCCI edits. Maintains an acceptable level of production with an accuracy level of at least 97%.
• Review daily reports to identify aging records that need coding to maintain the 3-day bill hold and will respond to account rejections received from Patient Financial Services.
• Available to help answer or research any coding questions of the coding staff and may support other staff who need assistance with coding issues.
• Ensures optimal reimbursement through accurate coding and APC assignment. Maintains an accuracy level of 95% in APC assignment.
• Extracts clinical and demographic information from the medical record in accordance with established standards for the hospital's internal computerized clinical abstract database and in accordance with State discharge data collection requirements.
• Assists with data retrieval projects.
• Communicates with physicians and clinicians concerning diagnoses and procedures when necessary.
• Assists with the timely and accurate submission of all required HCAI discharge data reporting information on a quarterly basis for the ER and AS data.
• Respond to Patient Financial Services with bill rejections due to CPT coding or modifier issues to ensure compliance with CMS and APC regulations.
• Serves as primary contact with Document Imaging Services vendor regarding the quality and integrity of the electronic medical record.
• Assist with Medical Record Committee activities and attend other meetings as needed.
• Perform other duties as assigned to meet the goals and objectives of the organization.
