Overview

The Kings County Library is seeking a creative, enthusiastic Librarian I / II with a passion for community outreach. This full-time position serves at the Hanford Library and other branches throughout Kings County, including Lemoore, Corcoran, Avenal, Kettleman City, and Stratford. Candidates must be flexible to work days, evenings, and weekends. One full-time Librarian I / II position is currently available; future vacancies may be filled from an eligible list with a six-month expected life for the list.

Supervision Received and Exercised

Receives general supervision (Librarian I) or direction (Librarian II) from assigned supervisory or management personnel. Exercises direct supervision over technical and administrative staff.

Class Characteristics

Librarian I : This entry-level classification provides assistance and service to patrons while learning the library collection, policies, procedures, and operations. With experience, assignments become more varied and independent. Positions at this level perform many duties of the Librarian II but with less independent discretion.

Librarian II : Fully qualified journey-level classification; performs the full range of duties independently and with initiative, while following operating procedures and policies. Positions at this level require minimal instruction in new or unusual situations.

Positions in the Librarian I-II class series are flexibly staffed; II-level positions are typically filled by advancement from I after gaining the necessary knowledge and experience. Management reserves the right to modify work assignments and provide accommodations to perform essential duties. Some duties may be performed in a learning capacity at the entry level.

Responsibilities

• Plan, develop, and implement specialized services and programs for children, teens, and adults to promote reading and lifelong learning; may include book talks, book clubs, storytelling, and services across areas such as children’s, youth, adult, digital, and technical services.
• Develop and implement goals, objectives, policies, procedures, and work standards; suggest changes to library policies.
• Direct the work of staff and volunteers in program areas; provide training, performance evaluation, and supervision; ensure adequate staff coverage for branch activities and services.
• Review, evaluate, and select materials for the library collection.
• Classify and catalog materials using Dewey Decimal, Library of Congress Subject Headings, OCLC, and other resources.
• Assess patron needs and advise on resources and services; answer reference questions using various sources.
• Develop and maintain positive community relationships; implement outreach and engagement programs and activities.
• Support day-to-day operations in collaboration with management; empower staff to deliver high-quality services.
• Provide support to Library Assistants for circulation and day-to-day tasks.
• Prepare reading lists, bibliographies, and displays; maintain special files and collections.
• Monitor budgets and procurement activities; forecast equipment and material needs.
• Participate in professional development and regional or state library association activities.
• Create digital content and outreach materials; update the library website and social media.
• Make presentations to school and community groups; provide outreach services to communities.
• Design, promote, and present programs for youth in the community.
• Drive the mobile library; stay abreast of trends in library technology and administration; suggest improvements to department practices.
• Oversee grant-funded programs, including reporting and implementation; assist with grant proposals and documentation.
• Represent the library in community workshops and meetings; provide facility upkeep and security for library facilities and equipment.
• Recruit, train, and supervise volunteers; provide training to staff and volunteers as assigned.
• Perform related duties as assigned.

Education and Experience

Librarian I : Equivalent to a master’s degree in Library Science from an ALA-accredited program, or a bachelor’s degree with at least sixteen (16) semester units toward a master’s degree in Library Science.

Librarian II : Equivalent to a master’s degree in Library Science from an ALA-accredited program.

Experience :

Librarian I : Two (2) years in a public, service-oriented position

Librarian II : Two (2) years of increasingly responsible experience at a level equivalent to Librarian I with Kings County.

Licenses and Certifications

Licenses : Possession of a valid California driver’s license at the time of appointment.

Special Requirements

Qualify for security clearance through a background investigation and fingerprint check. Ability to work irregular hours (including evenings, weekends, and holidays) and to travel within and outside the County. Ability to drive the mobile library.
