Day to day as a Construction Engineer

As a Full Time Construction Engineer at the City of Pharr, your role will be pivotal in coordinating Capital Improvement Project (CIP) infrastructure and facility construction. You will be responsible for daily and weekly progress reporting, ensuring that all construction activities comply with specified plans and regulations. Your expertise will be essential in reviewing plan sheets, shop drawings, and material submittals, while setting up a project management program for seamless execution. You will conduct inspections, oversee construction materials testing for Quality Assurance / Quality Control, and check design calculations and engineering estimates. Additionally, you will coordinate with the Texas Department of Licensing and Regulation and maintain compliance with Texas Department of Transportation and Federal Highway Administration standards.

Building effective relationships with staff, vendors, and contractors is vital, as you will also conduct project reviews and approve progress payments, ensuring successful project outcomes.

To excel as a Full Time Construction Engineer with the City of Pharr, candidates must possess a Bachelor of Science in Civil Engineering from an accredited university and hold a Registered Professional Engineer (PE) license, with Texas registration required within six months of employment. A minimum of eight years of progressive professional experience is essential, preferably in local-level government and a diverse array of civil engineering projects. Managerial decision-making capabilities are crucial, along with experience supervising engineers and construction inspectors. Candidates should be certified in Texas Department of Transportation Local Government Project Procedures and must hold a valid Texas Class C Driver’s License.

Proficiency in English is necessary, and bilingual skills in Spanish may be beneficial. Strong customer service skills, effective communication abilities, and a commitment to punctuality and dependability are essential traits for success in this role.

Knowledge and skills required for the position are :

  • Bachelor of Science in Civil Engineering from an Accredited University; Registered Professional Engineer. Must be registered in the State of Texas within 6 months of employment date.
  • Job Requires a minimum of 8 years of full-time paid, progressive, professional employment. Local-level Government experience is highly desired, with practical experience in a wide range of civil engineering projects, and managerial decision-making experience. Experience should include direct supervision of other engineers and / or construction inspectors. At least 4 years of this professional experience shall have been acquired after the PE license was obtained.
  • Certified in Texas Department of Transportation Local Government Project Procedures.
  • Job requires a valid Texas Class C Driver’s License.
  • Must be able to communicate (speak, read and write) proficiently in the English. Bilingual communication skills in English and Spanish may be required depending on the job functions.
  • Must possess above-average customer service skills to assist public in a tactful and diplomatic manner.
  • Must be punctual and dependable.
  • Required to serve a minimum probationary period of at least six (6) months. The probationary period may be extended by the Executive Director
  • or designee but shall not exceed one (1) year.
