MINIMUM REQUIREMENTS :

A bachelor's degree from an accredited college or university with a major in forestry and three ( 3 ) years of professional, administrative or supervisory forestry experience; or

A master's degree from an accredited college or university with a major in forestry and two ( 2 ) years of experience as described above.

Experience as described above can substitute on a year-for-year basis for the required college education. In addition to the above, F.S. 633 requirements must be met. Must be a nonuser of tobacco or tobacco products for at least one year immediately preceding application.

In accordance with Florida Statute 633, any person employed in this class must :

Be a high school graduate or the equivalent, as the term may be determined by the Division of State Fire Marshal of the Department of Financial Services, and at least 18 years of age.

NOTE : THE INCUMBENT WILL BE REQUIRED TO COMPLETE THE PRESCRIBED NUMBER OF HOURS OF FIRE RECRUIT TRAINING WITHIN THE PROBATIONARY PERIOD.

ADDITIONAL REQUIREMENTS :

Florida Statute 633 requires that any person employed in this class obtain a Certificate of Compliance which includes, in addition to the above requirements, satisfactory completion of a fire fighter training program approved by the Florida Forest Service. No employee shall obtain permanent status unless the Certificate is received.

Certificate of Compliance as a Firefighter

Occasional to moderate travel required.

Position may respond to emergencies, including natural disasters or other type incidents requiring travel, as needed.

JOB DUTIES :

The incumbent spends majority of their time communicating with, motivating, providing, or coordinating training, and directing the work of subordinates. In addition, the incumbent must complete timely performance appraisals, develop accurate work plans, and timely approve attendance and leave for each subordinate. Incumbent has the authority to make recommendations for special pay increases, reclassifications, hiring, and disciplinary actions, when appropriate. Responsible and accountable for managing budget / dollars / resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

Responsible for overseeing all fire prevention, detection, suppression, prescribed burning and law enforcement programs for the Orlando Forestry Center (OFC). Also responsible for the Florida Forest Service Forest management programs administered through the OFC. Responsible for the development and implementation of prescribed burning activities in the five-county area. This includes prescribed burning of public and private forest land for wildlife enhancement, improve seed catch, and hazard reduction. All of this being under the direct supervision of the Center Manager.

Directly supervises the activities of all Forest Area Supervisors who are responsible for preparation and implementation of fire suppression plans as well as insuring readiness of all fire suppression crews through day-to-day supervision of Forest Ranger, and OPS employees. Coordinated Florida Forest Service fire suppression responsibilities with rural community fire protection activities in the center. Reviews and analyzes fire reports and statistics. Maintains contact with all rural fire departments in the OFC. Responsible for reviewing, evaluating, acquiring, and distributing through lease agreements, federal excess and state fire equipment requested by fire departments and / or County Commissioners. Monitors and ensures that the FFS Rural Community Fire Protection Training Program is given to all requesting volunteer fire departments and other cooperating agencies.

Regularly supervises the Duty Officer Supervisor who has responsibility for the Fire Communication Center and the overall administrative function of the center. The Duty Officer Supervisor coordinates emergency response of fire fighters, supervisors, pilots and law enforcement.

Responsible for implementation of the Cooperative Forestry Assistance Program. This includes federal grants as well as operating budget programs for the County Forestry Projects in the OFC. This will include a wide range of professional assistance to small landowners such as forest insect and disease control advice, forest site inspection and recommendations on tree species suitable for planting, silvicultural practices to be carried out on existing stands of timber harvesting recommendations and market availability.

Directly supervises the Single-Engine Reciprocal Aircraft Pilot.

Performs various administrative functions, including, but not limited to, approving timesheets, completing performance appraisals, disciplinary actions, etc.

Responsible for the training and safety programs administered by the OFC. This includes long range and short-range development of training plans and the conduction of regular safety meetings.

Performs other related work as assigned.
