Job Summary :
The Finance Specialist III will perform complex and professional level accounting work to support the City in processing, maintaining and reconciling in any and all areas of the City’s Finance Department. The Finance Specialist III will supervise lowers-level Finance Specialist.
Minimum Job Requirements :
Bachelor’s degree in Finance, Accounting or related field.At least four years of related experience.Professional Certification such as Certified Public Accountant (CPA), Certified Management Accountant (CMA), Chartered Financial Analyst (CFA), or Certified Government Financial Manager (CGFM).A valid driver’s license.Essential Job Functions :
Supervise, oversee and participate in the more complex tasks of Finance Specialist and train and coordinate daily work assignments of lower-level finance specialist.Perform day to day operations in one or more of the following accounting activities such as travel and procurement, accounts receivables or payables, budgeting and forecasting, expense or cash management, recording and reconciliation, processing federal, state and local tax and regulation requirements, fixed assets management, fund and cost accounting task.Maintains and process reports for compliance with federal, state and local financial or municipal revenue generating laws and regulations and recommended best practices.Prepare, maintain and audit analyses of fund balances and expenditures, financial reports, statements, presentations, and training for other departments to include audits accounting and financial documents for accuracy and compliance with City policies, departmental procedures and state and federal statutes.Maintains systems and controls necessary to provide accurate accounts of expenditures and budget balances for City programs. Assist with maintaining the accounting files and reports and conducting asset inventory audits as needed.Performs other related duties as may be assigned.Knowledge of :
Principles and practices of intermediate accounting and clerical methods.Fiscal programs and practicesGovernmental accountingBudget control methodsCity financial policies and proceduresLaws and regulations pertaining to financial operations.Skills in :
Advanced Microsoft Office applications (i.e. Outlook. Word and Excel).Handling situations requiring diplomacy, fairness, firmness and sound judgment.Understanding, and applying relevant policies and procedures.Maintaining sustained attention to detail and working under the pressure of rigid deadlines.Working independently with general instruction, performing a variety of functions, and managing multiple projects at one time.Understanding, interpreting and being able to explain department office policies, rules and practices.Maintaining confidentiality.Physical Demands / Work Environment :
Work is performed in a standard office environment with low to moderate noise level. Subject to sitting for an extended period of time, standing, walking, bending, reaching, kneeling, and lifting and putting away such items as records and office supplies of moderate weight of up to 40 pounds. Working with a wide variety of people, experiencing different levels of emotions.
