Chief Building Official

The Planning & Inspections Department is seeking a dynamic leader to guide critical operations that impact growth, safety, and compliance across the community. The Chief Building Official will play a key part in shaping policy, ensuring regulatory excellence, and supporting the county's vision for sustainable development. Examples of duties include :

  • Provide leadership and oversight to subordinate supervisors, ensuring programs and services are managed in compliance with county, state, and federal regulations.
  • Coordinate training and continuing education for inspections and permitting staff, and collaborate with upper management to recruit and recommend qualified personnel.
  • Manage and direct the operations of the Building, Electrical, Plumbing, and Mechanical Inspections sections, coordinate plan reviews across sections, and ensure effective collaboration with permitting and other units. Contribute to policy, procedure, and administrative development.
  • Oversee operations of the Central Permitting unit, review permits, resolve complex requests, and provide direction to the unit supervisor to ensure efficient workflows and compliance with regulations.
  • Promote staff performance and accountability by providing constructive feedback, recognizing achievements, and taking appropriate corrective action when necessary. Encourage teamwork and motivate personnel to achieve departmental goals.
  • Assist with developing strategic goals and objectives, implementing policies and procedures, and ensuring adherence to county codes, safety standards, and applicable state and federal requirements.

Minimum qualifications include :

  • Graduation from an accredited two-year college or technical school with a degree in one of the related fields listed below and six (6) years of experience in two of the four specified building trades (i.e., building, plumbing, electrical, or mechanical) or an equivalent combination of education and experience. Two (2) of the six (6) years of experience must be in a supervisory role.

  • Necessary certifications :
  • Must have and maintain at least two-level III standard certifications by the North Carolina's Code Officials Qualification Board in either of the four trades of electrical, mechanical, building or plumbing inspection.
  • Knowledge, skills, and abilities required include :

  • Knowledge of State codes and local ordinances as applied to assigned construction projects for inspection
  • Knowledge of terminology and related professional languages used within the Department as such pertains to work responsibilities
  • Knowledge of building materials, techniques and workmanship
  • Knowledge of construction and insulation related to the four trades areas
  • Skill in interpretation of codes and in their application to specific situations
  • Skills in reading and interpreting plans and specifications; knowledge of the permitting process including zoning, environmental health, fire, and construction trades
  • Ability to work with irate customers and develop plans that are compliant and allow the customer success with their projects
  • Ability to establish and maintain effective working relationships with contractors, staff, and the public
  • Ability to supervise others
  • Ability to enforce regulations tactfully and firmly; ability to establish and maintain accurate and thorough records
  • Ability to supervise and lead a diverse team of program supervisors
  • Conditions of employment include :

  • Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver's license is from another state, you will be required to obtain and show proof of a valid NC driver's license within 60 days of hire.
