About the Position

Our mission is to serve our community with high value utility services at the lowest practical cost. The general description is to perform a variety of complex work in the areas of accounting, budgeting, treasury, reporting, and auditing. This position assists in the development of business processes and internal controls.

Status : Full-time, Exempt, Non-Union

Work Week : Monday - Friday

Supervisor : Finance Director

Monthly Salary Range : Minimum $8,658 Market Midpoint $12,125 Maximum $14,550

New hires typically receive between minimum and market midpoint, after considering individual experience, internal equity, and market.

Duties and Responsibilities

The duties and responsibilities outlined below are not intended to be all-inclusive. Responsibilities may evolve or change over time to meet organizational needs, and additional tasks may be assigned as necessary.

Financial Management and Reporting

  • Assist the Finance Director in the preparation and review of financial statements and required reports for the District.
  • Assist the Finance Director with budget reporting and tracking, and analyzing other financial data.
  • Monitor cash balances and perform daily reconciliations.
  • Ensure proper accounting of investments and segregation of restricted funds.
  • Maintain control of accounts receivable and ensure timely cost reporting and recovery.
  • Develop and maintain the Districts' chart of accounts.
  • Assist in the preparation of regulatory reports required by federal, state, and utility agencies.

Audit, Compliance, and Internal Controls

  • Assess the internal control environment and recommend improvements.
  • Lead special projects to improve business processes, systems, and workflows.
  • Audit and review contracts for compliance and financial soundness.
  • Serve as liaison with external auditors for financial and accountability audits.
  • Monitor Accounting department records and ensure compliance with retention policies.
  • Examine, verify, and certify all claims made against the District for materials, services, and / or labor; issue warrants for fund disbursements approved by the Board of Commissioners (BOC).
  • Advise on compliance with applicable laws, regulations, and policies.
  • Assist and advise on risk management and exposure issues affecting the District.
  • Serve the BOC as directed, conducting confidential investigations and assessments.
  • Miscellaneous Administrative Activities

  • Assist and advise in policy development and administrative procedures.
  • Collaborate with the Information Systems team on accounting-related systems and infrastructure.
  • Perform other duties as assigned.
  • Qualifications and Working Conditions

    Qualifications

    Knowledge, Skills, and Abilities (KSAs)

  • Thorough understanding and ability to apply governmental and financial accounting standards and processes, including Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Generally Accepted Auditing Standards (GAAS) requirements.
  • Knowledge of various local, State, and Federal laws and regulations impacting District finances and operations.
  • Thorough understanding of internal control matters, and auditing techniques and principles.
  • Demonstrated ability to communicate and lead in an ethical manner that builds trust and relationships within the department and across the District.
  • Demonstrated ability to communicate effectively orally and in writing with all levels of the organization, outside agencies, contractors, commissioners, and the public.
  • Ability to properly handle confidential information and material.
  • Proficient in use of personal computers, Microsoft Office suite programs, District financial database software, and other standard office equipment.
  • Education and Experience

  • A Bachelor's Degree in Accounting, Finance, or closely related field; and
  • At least five (5) years of progressively responsible accounting experience.
  • OR an equivalent combination of education and experience.
  • Preferred Qualifications

  • Experience in public accounting, utility accounting, financial operations, and / or auditing.
  • Experience with the Federal Energy Regulatory Commission (FERC) Uniform System of Accounts.
  • Certified Public Accountant (CPA), or similar, certification.
  • Experience with National Information Solutions Cooperative (NISC) software applications.
  • Other Requirements

  • Valid Washington State Driver's License or ability to obtain, and qualify for the District's auto liability insurance.
  • Working Conditions

  • Work is performed in an office setting with extended periods of sitting.
  • This position requires some travel within the District's service area, and occasional overnight travel outside the District's service area.
  • Physical Activities

  • Hand-eye coordination is necessary to operate computers, various office equipment, and motor vehicles.
  • Sufficient hearing and verbal skills are needed to communicate with District personnel, contractors, consultants, and the public.
  • Communication often occurs in person and via telephone, email, or other computer / electronic means.
  • Individual may lift boxes and other materials associated with office work, not to exceed twenty-five (25) pounds (non-essential)

    Paid Time Off (PTO) Plan

    The Personal Leave bank is a combined leave bank. It can be used for sickness and vacation and other absences as requested. PTO is accrued each pay-period. Regular, full-time employees earn Personal Leave as indicated below. Personal Leave for part-time employees will be prorated based on hours worked.

    Additional PTO Program

    Employees who hold the positions of Department Head, Manager or Supervisor will accrue PTO at the rate equal to their years of regular full-time service with the District since their most recent date of hire plus ten (10) years and will continue to advance through the PTO accrual schedule annually, not to exceed the maximum of 38 days per year. Employees in all other regular full-time administrative positions will accrue PTO at the rate equal to their years of regular full-time service with the District since their most recent date of hire plus five (5) years and will continue to advance through the PTO accrual schedule annually, not to exceed the maximum of 38 days per year. The accrual rate will become effective on the date the employee assumes the responsibilities of the new position.

    Holidays

    The following holidays are observed : New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Fourth of July, Labor Day, Veterans' Day, Thanksgiving Day, Friday after Thanksgiving, Christmas Day, Christmas Eve (when falls on Monday-Thursday). Each August
