Primary Objective

This position requires leadership in developing vision, implementation, and planning for sustainability of the English Learners programs and services. The position also requires effective collaboration with other district staff, including teachers and administrators. The English Learners Program Coordinator plans, organizes and manages the English Learner programs and services, which includes assisting and supporting staff, providing professional development and resources, assessing students for program eligibility, collaborating with staff in schools to appropriately place and provide service for eligible students, and responding to needs of students and staff, as needed.

Required Qualifications

  • Bachelor's degree in Education, Teaching Second Languages and Cultures, or a related field.
  • Minnesota teaching license;
  • Understanding of and direct leadership experience in effective English Learners Service Delivery and Program Development;
  • Experience and knowledge of curriculum, instruction and assessment for English Learners;
  • Experience and knowledge in literacy, math and behavior interventions for English Learners;
  • Knowledge and experience with MN / Federal statutes, rules and regulations pertaining to English Learners / Multilingual Learners;
  • Effective collaboration skills including strong interpersonal, communication, organization, and technology skills;
  • Strong written and verbal communication skills; excellent teamwork skills;
  • Intercultural competency and ability to work with diverse students, families, and staff;
  • Evidence of cultural competency work with focus on culturally responsive pedagogy;
  • Critical thinking, logic, and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems;
  • Superior time management, organizational and prioritization skills;
  • Maintain the utmost confidentiality in all aspects of the job;
  • Demonstrate ability to effectively use available resources and ability to manage multiple tasks with frequent interruptions;
  • Ability to collect, analyze, and use data;
  • Experience with preparing and presenting information to diverse groups, including making presentations in front of staff and parents;
  • Desire to participate in change efforts to create more culturally sensitive schools and community services;
  • Ability to promote and follow District and school policies and procedures.

Desired Qualifications

  • Minnesota Administrative license;
  • Understanding of English Learner Program Funding;
  • Bilingual in a language : Preferably in one or more of the following : Spanish, Hmong, or Somali;
  • Considerable knowledge of student assessment processes for English Language Learners;
  • Experience with preparing and presenting information to groups;
  • Knowledge of program evaluation and improvement;
  • Ability to consult with staff and administration in a fast paced environment, sometimes under pressure, remaining flexible, proactive, resourceful and efficient;
  • Proficiency in use of data management systems;
  • Considerable ability to identify and meet the unique needs of students, staff and parents in an urban school District;
  • Understanding of immigrant / refugee needs
  • Work Environment

    As an EL Teacher in our learning environment, the individual will primarily work indoors in an office environment, and may occasionally be required to attend and meet with staff and families at other District facilities.

    Major Areas Of Accountability

  • Prepare and present professional learning and needs-based staff training;
  • Observing / modeling instructional practices in classrooms;
  • Creating and maintaining various staff meetings or participating in distric / school team meetings;
  • Maintain clear and consistent communications among all stakeholder groups;
  • Collaborate with administrators to recruit, interview and train new staff;
  • Collect and maintain information for determination of staffing needs;
  • Collect and maintain data for federal, state and district reports for English Learner programs;
  • Monitor budget expenditures for English Learner programs;
  • Maintain student and employee information confidentiality;
  • Promote internal and external awareness and collaborations of English Learner programs through multiple strategies, including with internal departments and external organizations (e.g. nonpublic schools, community organizations, and partnerships);
  • Engage in collaboration and planning with the Offices of Teaching and Learning, Equity, Student Services, and other district departments;
  • Other duties as assigned by the Program Administrator
