Community And Social Service Manager I - 64033862

This is an independent professional management position in the Division of Community Health Promotions, responsible for overseeing the planning, development, implementation, and evaluation of both Violence & Injury Prevention and Chronic Disease Prevention programs. The Program Manager provides strategic leadership, program direction, and administrative oversight to ensure programs are evidence-based, data-driven, and aligned with the Department of Health Orange's mission to promote and protect the health of the community. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

Leadership & Supervision

  • Provide day-to-day management and administrative oversight of program areas, formulating and implementing current and long-range plans, policies, and procedures.
  • Supervise, coordinate, and evaluate direct reports, ensuring performance expectations are clearly defined, reviewed, and achieved.
  • Plan and approve staff schedules, maintain adequate coverage, and oversee time and attendance records.
  • Conduct hiring, onboarding, and ongoing training for staff; ensure all required and supplemental training opportunities are provided.
  • Address employee concerns, resolve conflicts, and foster a positive and collaborative work environment.

Program Management & Implementation

  • Direct, integrate, and evaluate local and regional efforts for :
  • Violence & Injury Prevention : Infant Mortality Prevention, Action, Community Collaboration Initiative (IMPACC); Florida Healthy Baby Initiative (FHB); Human Trafficking; Domestic and Sexual Violence; Suicide Prevention; Healthy Aging; Drowning Prevention; Motor Vehicle Safety; Brain Injury Prevention; Opioid Overdose Prevention; and General Safety initiatives.
  • Chronic Disease Prevention : Breast and Cervical Cancer Early Detection Program (FBCCEDP); Florida Asthma Program; Healthy Communities Florida (HCF); and other chronic disease prevention and health liaison efforts.
  • Implement cost-effective, evidence-based, and measurable programs that address identified public health needs.
  • Develop program objectives, allocate resources, and monitor progress toward achieving health outcomes.
  • Data-Driven Decision Making

  • Conduct community health assessments to identify trends, risk factors, and intervention priorities in both violence / injury and chronic disease prevention.
  • Collect, analyze, and interpret program data; use findings to improve program strategies and demonstrate impact.
  • Prepare statistical, narrative, quarterly, annual, and grant-required reports.
  • Partnership Development & Community Engagement

  • Coordinate with community partners, healthcare providers, schools, civic organizations, coalitions, and other stakeholders to strengthen program reach and effectiveness.
  • Develop and deliver community training on program topics. Provide technical assistance, educational materials, and capacity-building support to partners.
  • Represent the Health Department on committees, coalitions, and community boards, advocating for public health policy, education, and prevention initiatives.
  • Fiscal & Grant Administration

  • Develop and monitor program budgets; ensure expenditures align with approved plans and funding sources.
  • Oversee procurement, ordering, and inventory for program needs.
  • Assist in grant management, including proposal development, work plan implementation, compliance monitoring, and reporting.
  • Emergency Response & Additional Duties

  • Perform other public health duties as required including Special Needs Shelter duties and Disaster Preparedness response which may require working beyond normal scheduled hours in the event of emergency, natural disaster, outbreaks, or bioterrorism.

  • Knowledge of : Budget development, monitoring, and financial reporting processes.
  • Ability to : Communicate effective and interpersonal skills.
  • Skilled in : Managing program budgets and monitoring expenditures for compliance.
  • Knowledge of : Principles of emergency preparedness, disaster response, and continuity of operations.
  • Ability to : Work flexible hours, including evenings and weekends, as needed during emergencies.
  • Skilled in : Rapidly adapting to urgent, high-stress public health situations.
  • Ability to communicate effectively orally and in writing. Excellent interpersonal, communication, and facilitation skills to work effectively with diverse populations and stakeholders.
  • Skilled in MS Suite : Excel, Word, Outlook, PowerPoint, Teams, Publisher, Internet Navigation and statistical software's.
  • Minimum Qualifications :

  • (3) years of verifiable professional experience supervising staff, and managing multiple projects while balancing competing priorities OR a bachelor's degree from an accredited college or university in public health, health promotion, community health education, health administration or a related field.
  • (2) years verifiable professional experience leading a public health program and conducting health promotion outreach activities.
  • (2) years of verifiable professional experience using health data (such as surveillance, community assessments, or program evaluations) to design or improve prevention strategies.
  • (2) year of verifiable professional experience in collecting, compiling, and analyzing information and data and producing written reports.
  • This position requires a flexible work schedule beyond the standard 8 : 00am-5pm hours to support participation in community meetings, health fairs, workshops, and other outreach activities. The incumbent must be available to work occasional evenings and weekends as needed to effectively engage with community members and partners outside of traditional business hours.

    Currently have a valid FL driver's license or state identification card OR a valid driver's license from another state (you will be required to get a FL driver license within 30 days of hire.

    Willing to work before, during, and / or beyond normal work hours or days in the event of an emergency? This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Emergency duties may also include in-state and / or out-of-state deployment.

    Preferred

  • (1) year of experience building and managing partnerships with community organizations, healthcare providers, or other stakeholders to advance prevention initiatives.
  • (1) year of verifiable professional experience developing or implementing policy, systems, or environmental changes to improve health outcomes, especially in chronic disease, violence and injury and / or maternal child health.
  • (1) year of verifiable professional experience in developing, managing and monitoring program budgets (including grant-funded budgets).
