Job Description :

The Assistant Director of Educational Facilities is responsible for managing non-capacity capital development projects for Alexandria City Public Schools (ACPS). This position supports the successful delivery of new and improved facilities construction and renovation projects to advance the 10-year capital improvement plan. The Assistant Director will work directly with architects, engineers, contractors, and other vendors and sub-contractors to ensure that all non-capacity projects are delivered with the high quality standards, within scope and budget, and on time. Examples of non-capacity projects include design, building envelope repairs, renovations & reconfigurations, kitchen & cafeteria modernizations, roof repairs, landscaping, etc.

Additionally, the Assistant Director will work hand-in-hand with the Director of Educational Facilities in supporting the division Capital Improvement Plan through the strategic planning and efficient management of non-capacity projects, major facilities management modernizations, and replacement projects. The Assistant Director will also work closely with City and State agencies, peers in the Office of Capital Programs, Planning and Design (CPPD) and Maintenance and Custodial Services (MCS) and school leadership to formulate and execute funding in alignment with the Superintendent and School Board's policies and priorities.

An understanding of budgeting, mechanical systems, construction methods, construction contracts, project scheduling, approval processes, architectural drawings / construction documents and project scoping is required.

This job reports to the Director of Educational Facilities. This office is responsible for the management, oversight, and execution of all non-capacity construction, renovation, and project management activities for ACPS as well as capital planning and budget development.

Qualifications :

  • Education : Bachelor's degree in construction management, facilities-related engineering (mechanical, electrical, energy, etc.), urban planning, real estate, architectural design, or related fields. Master's degree preferred .
  • Certificates & Licenses : Project Management Professional (PMP) Certification, Certified Construction Manager (CCM) Certification, Facility Management Professional (FMP), LEED Certification, or related certifications preferred.
  • Experience :
  • 5-7 required (7-10 preferred) of highly successful experience in design and building construction; facilities operations and planning; or buildings and grounds logistics management. Public schools experience preferred.
  • Demonstrated experience with civic offices and public engagement in construction projects
  • Knowledge of design and construction laws, codes, and regulations
  • Knowledge of facility inspection, quality controls, and safety assurance methods and associated metrics.
  • Experience overseeing and managing simultaneous projects (budgets, schedules, etc.).

Essential Functions :

  • Provides and coordinates subject matter expertise for project procurement requirements and ensures that other Capital Improvement Plans are properly represented in procurements, contract negotiations and selections.
  • Coordinates budgeting, allocations of funds, project priorities, and construction activities in conjunction with the Director of Educational Facilities.
  • Serves as a team leader and subject matter expert resource for other project managers and engineers, providing support to ensure that project schedules and budgets remain on track.
  • Responsible for close coordination of all project requirements and specifications with other ACPS professional staff, offices and departments.
  • Coordinates directly with Maintenance and Custodial Services personnel in the planning of renovation, repair and maintenance projects at school facilities.
  • Supports the Senior Project Manager in maintaining and updating master records, drawings and specifications for school facilities, sites and equipment for the purpose of accurate recordkeeping.
  • Participates in the recommendation of contract awards to the Executive Director of Facilities, Director of Educational Facilities, Superintendent, Chief Operating Officer, Director of Procurement and School Board following review of construction project bids, contractor references and experience, and contractor insurance coverage.
  • Reviews submitted scopes, drawings and plans to ensure proposed compatibility, functionality and quality across existing equipment, systems, grounds and buildings.
  • Manages technical staff, consultants, contractors, and other agencies to expedite the completion of planning, design, and construction.
  • Coordinates with city agencies for the issuance of building permits.
  • Monitors progress of all project work (including onsite construction activities) and keeps administrative records on each project to assure compliance with contract documents.
  • Facilitates weekly progress meetings for all projects to review schedule and budget. Meeting minutes must be provided.
  • Conducts frequent in-person site visits during active construction projects.
  • Ensures the completion of quality control inspections of existing facilities conditions, new materials, techniques, and methods of construction and renovation, maintenance and repair projects.
  • Serves as Deputy for all Educational Facilities matters in the absence of the Director of Educational Facilities.
  • Knowledge, Skills, and Abilities :

  • Must maintain current driver's license and be able to operate a vehicle to travel to and from construction sites and campuses
  • Ability to establish and maintain effective relationships with others.
  • Highly effective verbal and written communication skills in public settings.
  • Ability to keep accurate records, prepare timely and detailed reports and make presentations on behalf of the program with various audiences and types of groups
  • Proficient in the use of Microsoft Office Suite applications (MS Word, Excel, and PowerPoint), Google document applications, and project management software. Able to learn ACPS software with training as provided.
  • Ability to plan, maintain and track budgets and schedules for simultaneous projects.
  • Ability to understand and interpret architectural and construction drawings / documents.
  • Must be able to understand and follow board policies and division administrative guidelines
  • Ph y sical Demands :

  • Standard office environment and frequent exposure to construction conditions including bending, some climbing and / or maneuvering of in-progress building site environments.
  • Occasional exposure to diminished air and sound quality in construction settings.
  • Salary :

  • Salary for this position is determined by The ACPS Support Administrator Salary Scale
  • Clearances :

  • Criminal Justice Fingerprint / Background Clearance.
  • Tuberculosis Skin Test.
  • Public Health Compliance
