Job Summary
The Manager-Program and Compliance plans, organizes, directs, manages, investigates, and assesses contract and grant performance, operational, contractual, and statutory compliance. Oversight of program budget and revenue for $16M annually in federal and state grant funds, while ensuring contract and grant compliance by the City, contractor, and grantee. Manage a team of 5 professional administrative staff that is responsible for HR functions, purchasing, contracts management, accounting and financial reporting.

Overview
The Manager-Program and Compliance plans, organizes, directs, manages, investigates, and assesses contract and grant performance, operational, contractual, and statutory compliance. Oversight of program budget and revenue in federal and state grant funds, while ensuring contract and grant compliance by the City, contractor, and grantee. Manage a team of professional administrative staff that is responsible for HR functions, purchasing, contracts management, accounting and financial reporting.
Essential Functions
1. Supervises, manages, oversees, and performs all hiring, training, scheduling, establishing work flow standards, assigning work, evaluating performance, and directing personnel actions to ensure productivity and quality standards are maintained; ensures staff are appropriately trained in compliance regulations, standards, and enforcement.
2. Coordinates, facilitates, and manages annual planning and determines review objectives and designs programs to satisfy these objectives.
3. Manages contract and grant compliance functions to assure proper control and compliance with contractual and grant requirements by the City and the contractor or grantee.

5. Manages, develops, implements, and coordinates budget and resources; researches and analyzes results and makes recommendations on marketing and sales strategies.
6. Interviews, selects, manages, develops, evaluates, counsels, and disciplines personnel according to established policies, procedures, and guidelines.
7. Evaluates complex management controls, determines criteria, analyzes, reviews and validates evidence, identifies issues and makes recommendations to improve compliance.
8. Researches and analyzes updates to Federal and State laws, and other governing directives, policies and procedures pertaining to contracts and grants being reviewed.
9. Participates in special investigations, projects and programs requested by City management.
10. Coordinates and leads conferences and meetings with appropriate parties on contract and grant compliance issues.
11. Performs any and all other work as needed or assigned.
Knowledge and Skills
1. Knowledge of government contracting, accounting theory, procedures, practices and standards.
2. Knowledge of Federal, State and local laws, ordinances, policies, procedures and regulations pertaining to government grants and contracts.
3. Knowledge of compliance procedures and techniques for both manual and automated environments.
4. Knowledge and ability of computer accounting and record keeping and reporting systems.
5. Ability to provide administrative and professional leadership and direction to compliance and administrative staff.
6. Ability to work independently and concurrently perform multiple compliance projects.
7. Ability to maintain confidentiality of information, integrity and professionalism.
8. Ability to supervise staff and multiple projects concurrently. Communicating effectively both verbally and in writing.
9. Establishing and maintaining effective working relationships.
Minimum Qualifications
Experience
7 years of experience in program and compliance support, business administration, or other management experience. 2 plus years supervising / managing staff.
Experience with federal or state financial reporting and grant compliance required and specific experience with WIC financial reporting strongly preferred
Experience with City of Dallas budgeting, financial management and administrative processes strongly preferred

Education
Bachelor's Degree in Public Administration, Business Administration or Health related field.
Salary Range
$77,264.03 - $96,580.03
