Starting Salary :  $75,000 - $87,000 DOE

Work Hours : 40 hours a week

General Purpose

Perform a variety of administrative and supervisory duties related management and operation of the Juvenile Detention Center.

Supervision Received

Receive broad policy guidance and direction from the 3-B Juvenile Detention Board.

Supervision Exercised

Provide general or close supervision to all staff assigned to the Juvenile Detention Center.

Essential Functions

Plan, organize and direct the daily operation of the Juvenile Detention Center. Under the direction of the Juvenile Detention Committee, develop priorities. Develop and implement policies and procedures consistent with established juvenile justice system practices and legal guidelines as established by Idaho Code and the Idaho Department of Juvenile Corrections.

Monitor various administrative and operational aspects of the center as needed to document and support recommendations for center improvement and advancement, i.e., staffing ratios, inmate numbers, facility maintenance reports, staff training, treatment program activities, inmate / resident issues, resident medical treatments and concerns, etc.

Establish and maintain effective working relationships and coordinate activities with state and local agencies, departments and institutions including but not limited to the courts, schools and law enforcement agencies. Schedule and coordinate transporting of inmates with the courts, law enforcement and other agencies and institutions.

Prepare and submit annual budget recommendations; monitor expenditures to assure compliance with established budget limitations; direct activities related to the purchasing of all supplies and equipment and maintain appropriate records of all expenditures.

Coordinate and participate in the recruitment and selection of new employees; conduct background checks, interviews, evaluate and recommend applicants to the Committee for hire; provide orientation and training of new employees; initiates all personnel actions related to promotions, transfers, discipline or discharge; prepare work schedules and make work assignments; monitor and evaluate employee's work performance; conduct staff meetings and training.

Provide for feeding, housing, recreation, security and welfare of inmates; required medical screening; service and maintenance of facilities and equipment in compliance with uniform fire and building codes. Develop and implement disciplinary and grievance procedures for inmates and provide privacy as required by law.

Develop and implement appropriate forms and record keeping systems and maintain records as required to document intake and discharge of inmates; acknowledgment of rights; court papers and documents relating to detention, records related to inmate conduct and care, etc. Provide timely preparation and submission of necessary reports and correspondence.

Conduct facility walk-throughs to assure compliance with center policy and established codes; operate observation devices as needed to maintain order and compliance with center policies and procedures; observe activities and behaviors of residents; assure proper operation of security devices, locks, etc.; admit visitors and officials into the facility and control access to various sections of the center by visitors and residents. Provide security during transport and in court to ensure proper and orderly behavior of offenders and follow established procedures to prevent escape; coordinate or perform medical transport.

Perform various public education functions; conduct public training related to gang awareness, self-defense, etc.

Maintain regular, reliable patterns in work product and attendance according to Bonneville County and the Juvenile Detention Board's expectations.

Perform other job-related duties as assigned or required.

Minimum Qualifications :

1. Educations and Experience :

A. Bachelor's degree in Law Enforcement, Criminology, or related field.

AND

B. Five (5) years of progressively responsible experience performing the above or similar duties including at least two (2) years in a supervisory capacity.

OR

C. An equivalent combination of education, training or experience.

2. Required Knowledge, Skills and Abilities :

Thorough knowledge of the juvenile and criminal justice systems and laws and regulations governing the operation of juvenile detention centers (IDAPA). Considerable knowledge of public administration planning and management practices, principles and practices of personnel management and supervision, budgeting and financial administration principles and practices, complex records management systems.

Demonstrated skills in conflict resolution and stress reduction management.

Ability to communicate effectively both verbally and in writing; to maintain confidentiality in managing sensitive legal issues and cases; develop effective working relationships with elected and appointed officials, legal professionals, law enforcement agencies, subordinates and the public and operate a variety of office machines and personal computers.

3. Special Qualifications :

Must possess and maintain Idaho P.O.S.T. Certification for Juvenile Detention Officers.

Must be certified in First Aid and CPR.

Must possess and maintain a valid Idaho driver's license.

Must be willing to participate in the Idaho Association of County Juvenile Justice Administrators organization.

Must be able to pass drug / alcohol testing, and thorough a pre-employment background investigation.

4. Work Environment :

This position involves standing, walking, turning, stooping, sitting, reaching, talking, hearing and seeing. Mental application utilizes memory for details, ideas and written and verbal communications, emotional stability, critical thinking and creative problem solving. Position involves potential risk of injury related to dealing with aggressive, violent and combative juvenile offenders. May also involve some local and area travel. The ideal candidate must be able to complete all physical requirements of the job with or without a reasonable accommodation.

Work requires the ability both mentally and physically, to handle situations with aggressive, violent and combative juvenile offenders.
