The Deputy General Counsel – Insurance & Regulatory Affairs serves as a senior legal leader responsible for guiding the insurance-related legal strategy of The Mutual Group, company providing services to mutual insurance carriers. This role oversees legal support for insurance operations, regulatory compliance, reinsurance, program business, surplus lines, and risk exchange structures. Working in close partnership with the Deputy General Counsel – Corporate Legal Affairs, this position ensures comprehensive legal coverage across the enterprise.
This role demands deep expertise in property & casualty (P&C) insurance law, regulatory frameworks, and alternative risk transfer mechanisms. The Deputy General Counsel will serve as a key advisor to senior leadership, helping shape innovative insurance solutions while maintaining compliance and mitigating risk in a dynamic regulatory environment.
Accountabilities :
- Provide legal counsel on underwriting, claims, distribution, and product development
- Support strategic initiatives in admitted and non-admitted markets, including E&S lines
- Advise on broker relationships, surplus lines filings, and state-specific compliance
- Structure and negotiate reinsurance treaties, risk exchange agreements, and captive arrangements
- Ensure compliance with reinsurance regulations and contractual obligations
- Collaborate with actuarial, underwriting, and finance teams to assess legal risks in program design
- Advise on legal aspects of program administrator contracts and delegated authority arrangements
- Support licensing, filings, and regulatory reporting for carriers and MGAs
- Monitor legal developments affecting program business and distribution channels
- Lead development and execution of compliance programs tailored to insurance operations
- Respond to inquiries and examinations from state departments of insurance and other regulators
- Track and interpret federal and state insurance laws, including NAIC model regulations
- Partner with government affairs and compliance teams on advocacy and policy engagement
- Work closely with underwriting, claims, compliance, finance, and operations to align legal strategy with business goals
- Coordinate with the Deputy General Counsel – Corporate Legal Affairs to ensure seamless legal coverage
- Contribute to enterprise risk management and strategic planning
- Lead and mentor legal and compliance professionals focused on insurance matters
- Promote legal awareness and training across insurance-related functions
- Foster a high-performance, inclusive, and collaborative culture
- Other duties as assigned
Qualifications :
Juris Doctor (JD) from an accredited law school; active bar membership in good standingMinimum of 10 years of legal experience, with significant focus on insurance law, reinsurance, and regulatory complianceProven expertise in P&C insurance, MGA operations, and E&S linesStrong understanding of federal and state insurance regulatory frameworksExperience with program business, risk exchange, and alternative risk transfer structuresExceptional communication, negotiation, and leadership skillsHigh ethical standards and sound judgmentPeriodic travel requiredBenefits :
