Utility Supervisor
This position organizes the planning, scheduling and implementation of construction, maintenance and operation activities of the water, storm, street and parks departments. The utility supervisor is accountable for the continuous operations of the city's water system. This position will oversee the repairs, maintenance, development and standards of the municipal water system, storm water, streets, right of ways and public city parks and facilities. This position will administer and determine operational procedures, as well as assign tasks and supervise personnel.
Supervision
This position is under the supervision of the Public Works Director.
Essential Duties And Responsibilities
Coordinates scheduling and working with other divisions, departments, developers, contractors, governmental agencies or other utilities as necessary.
Completes, evaluates and prioritizes projects and work-orders in an efficient and professional manner.
Responds to citizen inquiries and complaints; respond to emergency situations as necessary.
Assign duties and examines work for exactness, neatness and conformance to policies and standards.
Adheres to all safety and occupational rules, regulations, policies and procedures including those regulations overseen by the WA State Dept of Labor and Industries.
Arrange training of Public Works personnel.
Prepares budget requests; administers adopted the budget in assigned area of responsibility.
Compiles information and prepares reports as required.
Read blueprints, quarter sections, plans, specs and proposals for projects.
Maintains accurate construction records for City use in preparation of pay estimates, daily reports, as-built drawings and change orders.
Performs necessary calculations and follows contract administration procedures and practices, such as change orders, pay estimates, daily reports, weekly reports and diaries.
Maintains current knowledge to technological advances in the field including areas such as water systems, wells, low impact development standards and street standards.
Maintains and implements six-year system and capital facility plans, emergency response plans and other similar plans at the direction of the Public Works Director or designee.
Conduct performance reviews for direct report staff.
Provide leadership and organize workload for Public Works staff.
Present to council at evening council meetings from time to time as required.
Requires consistent, in-person attendance at the job site.
Minimum Qualifications
Graduation from high school or GED equivalent and four years' experience in the Public Works field.
Desired Qualifications
WTPO Certification, Traffic Control Supervisor Certification
Licensing And Other Requirements
Water Distribution Manager II certification, Cross Connection Control Specialist certification, flagging certification, First Aid / CPR. Must be Operator in Charge of the city. Valid Washington state driver's license or the ability to obtain one prior to employment. CDL B certification.
