Executive Director of Budget, Financial Planning and Analysis

SUNY Empire is currently accepting applications for the position of Executive Director of Budget, Financial Planning, and Analysis. Reporting directly to the Vice President for Administration and Finance, the incumbent will provide strategic leadership in the areas of budget development, resource allocation, and financial planning for the university.

The Executive Director will be responsible for ensuring that financial resources are effectively aligned with institutional priorities, overseeing the development and management of the operating and capital budgets, formulating long-term financial strategies, conducting comprehensive financial analyses, and leading a team to execute these functions.

Primary responsibilities include :

• Develop and implement comprehensive long-term financial strategies and resource allocation plans to support the university's mission and goals.
• Lead the university's annual $100M+ operating and capital budget processes, ensuring they are data-informed, transparent, and aligned with strategic plans.
• Manage the preparation of all budget justifications and submittals including reporting for all funds (state, IFR, SUTRA, Research Foundation and Empire State University Foundation).
• Maintain controls in the administration of approved budgets, and review and submit requests for changes.
• Analyze financial data, monitor spending, prepare forecasts, and report on financial performance and outcomes to support decision-making.
• Develop, maintain, and enforce budget policies and procedures to promote accuracy, consistency, and compliance with relevant standards and regulations.
• Promote a culture that coaches non-financial faculty and staff to understand the budgetary process and provide guidance on fiscal planning.
• Strategic partnership with various campus leaders, providing outreach and support to the Provost, Vice Presidents, Deans and Directors on complex fiscal planning matters and translating academic programs into financial dimensions, including the development and application of fiscal standards of measurement.
• Serve as a key liaison with academic and administrative leaders, deans, and other departments to ensure alignment and collaboration on budget and resource matters.
• Manage and lead a team of financial professionals, providing guidance and oversight for various financial functions.
