Basic Function And Qualifications
Job Summary : Under the direction of the Director, Fiscal and Business Services, assist the Director in supervising and coordinating the functions of the fiscal office to facilitate the department in processing its financial obligations in a timely and accurate manner; supervise and evaluate the performance of assigned staff.
Representative Duties, Knowledge, Skills, Abilities And Other Characteristics
Assist the Director in supervising and coordinating the functions of the Fiscal office in such areas as accounting, payroll, accounts payable and accounts receivable to facilitate the department in processing its financial obligations in a timely and accurate manner. E
Supervise and evaluate the performance of assigned staff; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; plan, coordinate and arrange for appropriate training of subordinates. E
Review, organize and inspect the work of accounting department employees for accuracy and compliance with rules and procedures; maintain appropriate internal control procedures; develop and supervise the implementation of systems to assure the appropriate documentation of departmental procedures in accordance with State and federal requirements. E
Assure regular reconciliation of District financial accounts. E
Coordinate and prepare a variety of District financial reports and submit to the Department of Education and Count Office as required; coordinate accounting activities with data processing to assure transactions are properly recorded. E
Perform special analytical and cost accounting studies as requested, including assisting in special internal audits. E
Develop and supervise the coordination of accounting systems with District personnel for fiscal control and accountability. E
Advise administrators, school sit and District staff regarding various fiscal policies and procedures as needed. E
Assist District, County and State administrative staff and auditors as needed and serve as lead person in readying data for annual audits. E
Operate a computer and other office equipment as assigned. E
Attend a variety of conferences, hearings, workshops and meetings as assigned; participate on committees related to fiscal accounting, data processing or related subjects.
Performs related duties as assigned.
SUPERVISION AND WORKING CONDITIONS
Education And Experience
Any combination equivalent to : bachelor's degree in accounting, business administration or related field and two years of professional experience in accounting supervision.
Knowledge And Abilities
KNOWLEDGE OF :
Technical and administrative principles and practices of public sector accounting including accounting systems, fiscal documentation and auditing.
Principles and practices of administration, supervision and training.
Data processing systems utilized in the District.
Standard principles and techniques of financial and other types of quantitative analysis.
Oral and written communication skills.
Applicable laws, codes, regulations, policies and procedures.
Interpersonal skills using tact, patience and courtesy.
Report writing and record-keeping techniques.
Ability To
Assist the Director in supervising and coordinating the functions of the Fiscal office.
Develop, implement and supervise comprehensive fiscal accounting and payroll systems.
Supervise and evaluate the performance of assigned staff.
Analyze quantitative data and prepare comprehensive narrative and statistical reports.
Communicate effectively both orally and in writing.
Interpret, apply and explain rules, regulations, policies and procedures.
Operate a computer and assigned office equipment.
Analyze situations accurately and adopt an effective course of action.

SELECTION PROCEDURES
The Selection Process

For those candidates who meet the minimum qualifications, the selection process will consist of a Qualification Appraisal Interview. Additional information pertaining to the exam process will be mailed to those candidates who meet the minimum qualifications.
Note : Protest of any part of the exam process must be in writing and received in the office of the Director of Classified Personnel no later than five (5) working days from the postmark date on the notification results. Any protest must include rationale to support the protest. We cannot be responsible for lost mail, misdirected mail, or failure of mail to be delivered after it has been entrusted to the U.S. Postal Service (or internet mail system).
Conditions Of Employment
All potential employees must provide evidence of their identity and authorization to work in the U.S. before they will be hired. State law requires employees to provide proof that they have had a recent negative tuberculosis test result. All new employees are fingerprinted and conviction records, if any, are checked. EMPLOYMENT IS CONTINGENT UPON FINGERPRINT AND BACKGROUND CLEARANCE.

Establishment Of List
This examination process shall be open to all qualified applicants and shall result in one integrated eligibility list. All eligibility lists shall be established in accordance with Personnel Commission rules and shall be established for a period of one year or until there are fewer than three (3) ranks of eligible candidates who are available.
