Job Description
Turner & Townsend is seeking an experienced Program Management Director to join our Program and Portfolio Management Infrastructure service line. This leadership role will focus on aviation infrastructure programs and support business development efforts for our US Aviation group. The ideal candidate will bring deep expertise in program management, PMO leadership, and client engagement across complex capital programs in the United States. Prior US Aviation construction experience is required.
Responsibilities :
- Lead the setup, mobilization, and delivery of aviation infrastructure programs, ensuring alignment with strategic objectives and client expectations.
- Develop and maintain the program's strategic business case, execution plan, and delivery methodology.
- Oversee cash flow forecasting, change order reviews, and pay application processes with a strong focus on controls and financial governance.
- Establish and manage program frameworks, tools, templates, and playbooks to ensure consistent delivery across projects.
- Implement integrated information management systems to support data-driven decision-making and provide a single source of truth.
- Drive stakeholder engagement, communication strategies, and alignment across internal and external teams.
- Support business development pursuits for the Aviation group, including proposal development, client presentations, and strategic positioning.
- Analyze and manage program risks, opportunities, and interdependencies across connected projects.
- Lead resource planning and forecasting in line with capital investment plans and delivery capacity.
- Promote continuous improvement initiatives aligned with program benefits and performance targets.
- Collaborate with client leadership to align program delivery with broader organizational goals and investment strategies.
- Provide mentorship and guidance to internal teams, fostering a culture of accountability, innovation, and excellence.
- SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
Qualifications
Minimum of a bachelor's degree in construction management, engineering, project management, or a related technical field.Advanced degrees and professional certifications or accreditations (e.g., PMP, CCM, LEED) are highly advantageous.Minimum of 10 years of experience in the construction and infrastructure sectors, with a strong understanding of capital program delivery.Proven experience leading large-scale infrastructure programs, specifically within the aviation sector is mandatory.Deep knowledge of program controls, including financial forecasting, change management, and pay application review.Demonstrated ability to support business development efforts and build strong client relationships.Experience managing programs with a collective value of $50M to $100M or more.Skilled in data management systems, analytics, and quality assurance tools.Strong leadership, organizational, and communication skills with the ability to influence stakeholders at all levels.Ability to work independently while managing multiple priorities across geographically dispersed teams.Experience working in a matrixed organization and navigating complex client environments.Familiarity with aviation infrastructure delivery models, regulatory environments, and stakeholder coordination is preferred.Flexibility to travel as needed.
