DEPUTY PROGRAM MANAGER (MANAGER, PROGRAM / PROJECT III-MANP3)

We are seeking a skilled and experienced Deputy Program Manager to join our team!
Responsibilities :
- Serve as Deputy Program Manager, assuming full program management responsibilities in the Program Manager’s absence to ensure seamless program execution and continuity of operations.
- Oversee and coordinate all aspects of contract performance, including monitoring and reporting of program metrics, schedules, deliverables, and financial data to ensure alignment with contractual and organizational objectives.
- Manage staffing plans, cost control measures, and subcontractor relationships to maintain program efficiency and compliance with contract requirements.
- Prepare and submit accurate and timely financial reports to the Government, including the monthly population of financial data and real-time responses to contractual inquiries.
- Track and analyze program expenses to support budgeting and forecasting, including development of estimates to complete (ETC), estimated stop work dates, weekly burn rates, remaining funding calculations, and de-obligation recommendations.
- Input and maintain financial and programmatic data in the Electronic Cost Reporting and Financial Tracking (eCRAFT) system, ensuring data integrity and compliance with federal reporting requirements.
- Coordinate travel authorization preparation and management, ensuring cost-effectiveness and alignment with program schedules and government travel regulations.
- Review, reconcile, and validate subcontractor invoices, ensuring compliance with contractual terms and funding allocations.
- Manage Government Furnished Equipment (GFE) accountability and associated property pass processes to ensure proper tracking and compliance.
- Facilitate contractor employee processing, including onboarding and offboarding, in accordance with Naval Surface Warfare Center Dahlgren Division (NSWCDD) policies and security protocols.
Qualifications :
A Bachelor’s degree from an accredited college or university in an engineering, scientific, business, or technical discipline or four (4) years of a demonstrated and established knowledge base and subject matter expertise relevant to specific technical disciplines of the SOW. Serve as Program Manager in their absence. In addition, ten (10) years experience monitoring and reporting contract performance status and metrics, financial coordination and reporting and coordination of POAs.Experience should include :
Staffing, cost control, subcontractor management and required program reporting.Accurate and timely population of monthly financial requirements to the Government, as well as providing near real time answers for contractual inquiries.Analyzing and tracking expenses to determine estimates to complete, estimated stop work dates, weekly burn rates, funding remaining and de-obligation authorizations.Preparing and uploading data into the Electronic Cost Reporting and Financial Tracking (eCRAFT) system; tracking Government Furnished Equipment and associated property passes; travel authorization preparation and management; reviewing subcontractor invoices, and managing contractor employee Naval Surface Warfare Center Dahlgren Division (NSWCDD) check-in / check-out processing.Top Secret Clearance required.Position is contingent upon award.Work Location : Virginia, USA
