Budget Analyst
The primary purpose of this position is to examine budget estimates for completeness, accuracy, and conformance with procedures and regulations and to analyze budgeting and accounting reports.
Essential Job Functions
The essential job functions include :
- Prepare regular and special budget reports.
- Perform trending analysis and projections and forecasts.
- Ensures the City's compliance with the State of Florida's Truth in Millage (TRIM) process.
- Review expenditures to ensure compliance with operational and capital budget limits.
- Evaluate the relationships between major program changes and the financial status of organizations.
- Ensure there are adequate funds for programs within the organization.
- Employ cost-benefit analysis to review financial requests, assess program tradeoffs and explore alternative funding methods.
- Examine past budgets.
- Estimate future financial needs.
- Consolidate individual departmental budgets into operating and capital budget summaries.
- Evaluate the performance of a program.

The knowledge, skills, and abilities required include :
Thorough knowledge of budgetary and accounting principles and methods and knowledge of governmental fund accounting.Analytical skills- Budget analysts must be able to process a variety of information, evaluate costs and benefits, and solve complex problems.Communication skills- Budget analysts need strong communication skills because they often have to explain and defend their analysis and recommendations in meetings.Detail oriented- Creating an efficient budget requires careful analysis of each budget item.Math skills- Most budget analysts need math skills and should be able to use certain software, including spreadsheets, database functions, and financial analysis programs.Writing skills- Budget analysts must present technical information in writing that is understandable for the intended audience.Education, Experience, Licenses and Certifications
The qualifications required include :
Bachelor's degree in or concentration in Accounting, Public Administration, Finance, Economics or related field.Strong background in accounting and finance, which can include a combination of experience in similar roles and education.A solid understanding of financial principles is required, as is the ability to use and implement these principles in the execution of responsibilities.Three (3) years of experience with a county or municipal government in finance or budgeting or the equivalent in education, training and experience which would provide the necessary knowledge, skills and ability.A comparable amount of training, education and / or experience may be substituted for the above qualifications.
