Police Support Services Manager

The City of Colton Police Department is seeking to hire one (1) Police Support Services Manager. The filing deadline is October 1, 2025, or when 100 applications are received. Interested and qualified candidates should apply early, as the recruitment may close at any time.

DEFINITION :

Under the direction of the Police Chief or designee, manages and oversees a variety of support activities, operations and police department staff; coordinates activities with department staff, other City departments and outside agencies; and performs related work as necessary. Exercises direct and indirect supervision / management of the police department's Communications Center, Property and Evidence, Information Technology, professional, technical and clerical staff.

DISTINGUISHING CHARACTERISTICS :

The Police Support Services Manager is a non-sworn managerial position. The incumbent of this classification is required to have a working knowledge of the various support functions in the police department, including information technology, public safety communication center, law enforcement emergency services, police records, property and evidence, budget, purchasing, law enforcement electronic operating systems, and radio communications. Identify and mitigate issues related to network vulnerability, traffic, and protocol problems on clients, servers, and the data flow infrastructure; and perform a variety of technical tasks related to assigned areas of responsibility.

SUPERVISION EXERCISED :

Exercise technical and functional supervision of professional, technical, and clerical staff.

EXAMPLES OF ESSENTIAL FUNCTIONS :

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Provide expert guidance to staff assigned technical system administration for physical and virtual servers, related technologies, and devices, and applications; maintain, analyze, design, implement, and manage an enterprise Local Area Network (LAN) / Wide Area Network (WAN) comprised of converged technology for data, voice, video, security, wireless, fiber, and copper infrastructure.
  • Ensure electronic systems and databases are maintained in compliance with California's Department of Justice (DOJ) Criminal Justice Information Services (CJIS).
  • Perform a wide variety of complex, responsible, and confidential duties for the Police Chief.
  • Provide management oversight of the day-to-day operations of Support Services functions including the planning, prioritization of scheduled work and tasks for project team members.
  • Provide management oversight to Communications Center, Records Division, Information Technology, and property and evidence staff.
  • Preparation of work schedules and vacation calendars.
  • Participate in the development of goals, objectives, policies and procedures for assigned functions.
  • Review city policies, rules and regulations in response to inquiries and complaints; refer inquiries as appropriate.
  • Draft policies and procedures as necessary.
  • Respond to public inquiries, providing information within scope of assignment, resolve complaints in an efficient and timely manner.
  • Assist in the preparation and control of operating budgets within the scope of assignments and process requests for payment of purchases of materials and equipment.
  • Administer a variety of police records, information, and documents.
  • Prepare reports and materials for Council meetings.
  • Research and prepare a variety of documents for staff and compile and analyze data for special projects and reports.
  • Establish positive working relationships with city departments, the community, state, and local agencies and organizations.
  • Develop and review budget allocations for the Police Department; develop and coordinate policies and procedures for the budget development process; monitor departmental expenditures and revenues; develop and maintain fiscal controls.
  • Maintain prompt and regular attendance.
  • Perform other related duties as required.

TRAINING AND EXPERIENCE :

Education : A bachelor's degree from an accredited college or university in business administration, public administration, computer science, criminal justice or administration of justice is required.

AND

Experience : Four (4) years of increasingly responsible experience in law enforcement information technology or support services environment, and with at least three (3) years of supervisory experience.

SPECIAL REQUIREMENTS :

  • A valid California Class C Driver's License and acceptable driving record at time of appointment and throughout employment in the position is required.
  • May be required to be on 24-hour call back.
  • Available to work evenings, weekends and holiday shifts as assigned.
  • RECRUITMENT AND SELECTION PROCESS :

Successful candidates will have their name certified to an eligibility list. This list is valid for one (1) year and will be used to fill the immediate vacancy.
